A senior Hamas official detailed, in his own name, the clauses of the mediators' cease-fire proposal - which he said the terrorist organization agreed to last week in Cairo.
When asked in Qatari media whether guarantees had been given to the terrorist organization regarding Israel's obligation to continue negotiations on ending the war during the 60-day period, the Hamas official replied, "So far, the guarantees conveyed have been verbal promises from the mediators. However, we expect these guarantees to develop as the negotiations continue."

Following this, Abd al-Jabbar Said, a member of the group's political bureau, claimed that the framework includes the following clauses:

A temporary cease-fire lasting 60 days, during which negotiations would continue for a permanent truce. Mediators pledged to ensure talks proceed and fighting does not resume, even after the 60-day period, as long as discussions are ongoing.

In exchange for 10 living Israeli hostages released, Israel would free 150 convicted terrorists serving life sentences, 50 prisoners serving more than 15 years, 1,500 Gazans detained after the October 7, 2023 massacre, and all women and minors imprisoned for terrorism offenses. For every coffin of a deceased hostage returned, 15 bodies of Palestinians would be transferred. Releases would take place in three phases.

Humanitarian aid to the Gaza Strip would continue under the terms of the previous agreement, with Hamas claiming it guarantees 600 trucks a day, distributed by the Red Crescent, UNRWA and other international organizations.

A limited IDF withdrawal of 800 to 1,200 meters (about half a mile to three-quarters of a mile) along the border.
The official added that Hamas' declared position from the beginning was a comprehensive "all-for-all" exchange, meaning all hostages for all Palestinian prisoners, alongside three core conditions: a full Israeli withdrawal from Gaza, a permanent cease-fire, and large-scale humanitarian aid.
