US Vice President JD Vance sharply criticized a symbolic vote on West Bank annexation that took place on Wednesday while he was visiting Israel, calling it insulting and reaffirming that the Trump administration opposes such a move. The measure was put for a floor vote in the Knesset on Wednesday by right-wing fringe lawmakers, and although it passed, it still has to advance to several more floor votes before it can be enacted.

"The West Bank is not going to be annexed by Israel," Vance told reporters Thursday. "The policy of the Trump administration is that the West Bank will not be annexed by Israel. That will continue to be our policy."

When asked about the vote, Vance described his initial reaction as confusion. "That was weird. I was sort of confused by that," he said. He explained that someone informed him the vote was symbolic in nature, with no practical significance.

The vice president did not mince words about his assessment of the action. "Look, if it was a political stunt, it was a very stupid political stunt, and I personally take some insult to it," Vance said.

He added that the administration was displeased with the vote. "We certainly weren't happy about it," he said, while acknowledging that lawmakers are free to take symbolic votes if they choose.

Will the Palestinian "celebration plane" in Samaria be destroyed? Following publication in Israel Hayom that a Palestinian guesthouse shaped like an airplane opened against the law, the Civil Administration issued four stop-work orders for the events complex.

Regavim movement's mapping division was surprised to discover an airplane in aerial photos at the end of 2023 in northern Samaria, adjacent to Qaffin village in the seam zone region. Field coordinators reached the site, documented a structure under construction that resembled an airplane in every way, and reported it to enforcement authorities.

We note that in the entire region, there are many encroachments and hundreds of unauthorized structures.

Over nearly two years, Regavim approached authorities repeatedly, while the location simultaneously developed and transformed into an events and hospitality complex. A reply was received from the Civil Administration, affirming that this is indeed unauthorized construction and stating that enforcement steps were implemented by posting four stop-work orders. The deconstruction will be enforced in accordance with a priority order.

Finance Minister Bezalel Smotrich, leader of the Religious Zionism party, unveiled a sovereignty plan for Judea and Samaria on Tuesday, calling for Israeli sovereignty over 82% of the territory.

Speaking at a press conference alongside Yesha Council chairman Israel Gantz and several other council heads from the region, Smotrich said the map must ensure "that no Arab terror state is established."

"There will be no partial sovereignty," he said. "Leaving territory in enemy hands would allow them to establish a terror state – the 23rd Arab state they want to create here. This is a fundamental principle in any sovereignty plan we advance."

Smotrich argued that most Arabs in Judea and Samaria support Hamas and the October 7 atrocities and aspire to destroy Israel. "We have no desire to apply sovereignty over enemies," he continued. "The principle of sovereignty is maximum land and minimum population. The Arabs of Judea and Samaria will initially manage their affairs through the Palestinian Authority, and later without any collective framework."

Smotrich also addressed the expected reactions to his plan. "In the coming days we will hear warnings and clichés about igniting the Middle East as a result of sovereignty," he said. "These are the same generals and so-called experts who once promised that the Gaza disengagement would be good for security. We are done surrendering to threats and intimidation. If the Palestinian Authority dares to raise its head and threaten us, we will destroy it just as we are destroying Hamas. I call on Netanyahu to convene the government and make a historic decision to apply sovereignty to all open areas of Judea and Samaria."

His announcement comes after a report in Israel Hayom revealed that Strategic Affairs Minister Ron Dermer has been working with Washington on a proposal for limited sovereignty in the Jordan Valley. That plan has drawn sharp criticism from the Israeli right, with settlement leaders and right-wing politicians urging the government to seize the current opportunity and friendly US administration to declare full sovereignty instead.

Construction in Judea and Samaria has plunged to levels not seen since the Obama administration's building freeze, despite Finance Minister Bezalel Smotrich's unprecedented approval of tens of thousands of housing units and removal of longtime development barriers.

Municipal authorities in Judea and Samaria are attempting to pressure settlements to begin new construction following massive permit approvals in recent years, but encounter significant resistance, Israel Hayom has learned. Several regional council heads stated, "We go to every settlement trying to convince them, but with only limited success."

Israel Hayom obtained first-half 2025 data revealing modest population growth in Judea and Samaria councils and municipalities. While all recorded some growth, most settlements remain behind the national average growth rate, except for Jordan Valley Regional Council which recorded an impressive population surge. Considering all settlements have significant natural birth rate increases, the low growth numbers raise greater concerns.

The data reveals these figures from smallest to largest regional council: Har Hebron Regional Council grew by 265 residents, Gush Etzion Regional Council recorded growth of 746 residents, Samaria Regional Council grew by 875 residents, and Mateh Binyamin Regional Council – Israel's largest council – recorded growth of 1,024 residents.

Jordan Valley Regional Council recorded particularly impressive growth of 756 new residents, more than 10% of its population. This figure becomes even more remarkable considering the distance from population centers in central Israel and regional weather challenges.

Megilot Regional Council, the smallest with 2,658 residents, recorded modest growth of 79 residents. Cities and local councils also recorded growth, but lower than expected. The cities grew by 2,823 residents – an increase of 1.25% , but considering two cities are ultra-Orthodox, much of the increase likely stems from births. Local councils (14 total) grew together by 921 residents – only 0.77%, far below the national average.

The reason for modest growth lies in several factors, but primarily in significant the slow pace of construction. In Gush Etzion, for example, demand far exceeds existing supply. While deteriorating security situations led to some decline in willingness to live in Judea and Samaria, popular settlements in the area face housing shortages against demand.

The problem currently involves not only present circumstances, but also future development. Recent years saw massive increases in building approvals in Judea and Samaria. Just last week, officials announced 3,000 housing units would be built in the E1 area on the eastern part of the Jerusalem outskirts, as well thousands of additional buildings in Ma'ale Adumim. Ariel also received approval for thousands of housing units.

However, most small settlements refuse expansion and additional residents, creating a substantial construction bottleneck. Council heads travel from settlement to settlement attempting to convince committees to release the bottleneck and allow denser construction, but often without success.

Part of the resistance stems from desire to preserve community fabric and maintain small settlements. In other cases, resistance involves opposition to Palestinian construction and the significantly higher costs for Israeli or foreign workers, leading to actual stagnation.

Central Bureau of Statistics data on construction starts in Judea and Samaria shows last year was one of the worst years in the territory. This occurred despite Finance Minister Bezalel Smotrich paving the way for significant construction in Judea and Samaria – approving tens of thousands of housing units and removing barriers that stood before settlement for many years.

In 2024, while most areas of the country recorded increases in construction starts compared to previous years despite the war, Judea and Samaria recorded sharp decline in construction starts. Only 1,096 housing units began construction across Judea and Samaria, compared to 2,234 the previous year.

The year 2024 was one of the most difficult years in Judea and Samaria since the Oslo Accords. Only in 2010, the freeze year imposed by then-US President Barack Obama, were fewer construction starts recorded – with 749 housing units beginning construction.

For the first time ever, the US House speaker conducted an official visit to Samaria. Israel Hayom learned that Mike Johnson met an hour ago in the city of Ariel with the Yesha Council – the official leadership body of Israeli settlers in Judea and Samaria.

Johnson's visit to Ariel received approval from the White House and State Department and was kept secret due to security sensitivities.

The historic event was attended by all the heads of authorities in Judea and Samaria as well as US Ambassador to Israel Mike Huckabee. As revealed in Israel Hayom, Huckabee conducted his own historic visit upon arriving in the country to the Biblical Shiloh site, not far from Ariel.

Yesha Council Chairman Israel Ganz praised Johnson for his participation in the event. Samaria Regional Council Chairman Yossi Dagan presented him with a gift and Ariel Mayor Yair Chetboun thanked the American senior official for coming to the capital of Samaria.

Under the US constitution, the speaker of the House of Representatives is second in line for the presidency, right after the vice president.  It should be noted that at the end of Donald Trump's first term, then-American Secretary of State Mike Pompeo visited Samaria. Now, as mentioned, Johnson arrives, making him the most senior US official to visit the area.

According to Marc Zell, the Republican Party Chairman in Israel, Speaker Mike Johnson said that the mountains of Judea and Samaria are the rightful property of the Jewish people. According to Zell, "he criticized those erstwhile allies of Israel who are calling to recognize a Palestinian state. He closed with a statement that as the US begins to celebrate its 250th anniversary, the US should use the occasion to remind the American people of its Judeo-Christian foundations that were formed here in the Land of Israel.

The settlement umbrella group Yesha Council, which worked behind the scenes to advance the visit in recent months, views Johnson's arrival as a step toward legitimizing Israeli settlement that has been controversial for many years. The council pushed for the Knesset's declarative decision two weeks ago to apply Israeli sovereignty in Judea and Samaria, and the council believes this visit represents an American signal that the administration does not rule out the sovereignty move.

Dagan said at the meeting, "We are beginning a historic step today, the first session lasting two and a half hours of the founding nucleus of the renewed Sa-Nur settlement. The Government of Israel, led by Finance Minister Bezalel Smotrich, made a strategic and historic decision to return Jewish settlement to Sa-Nur in an official, state-sponsored, and complete manner. This step is not only a correction for the expelled families or for this nucleus of families, it is a national correction," Dagan added.

According to him, "What enabled the Holocaust of October 7, which led us to horror and the continuing war, is directly the expulsion from Gush Katif and northern Samaria. The nucleus here is consolidating in the coming months, to create settlement work, community work, together with all government ministries, and the State of Israel will rebuild northern Samaria and with God's help, also Gush Katif."

Religious Zionism party chairman and Finance Minister Bezalel Smotrich, who led the government decision, blessed the move and said, "Historic correction, the return to Sa-Nur – Zionism at its best. Twenty years after the expulsion and this year is a peak year in which we established 50 new settlements in Judea and Samaria."

"We re-established Sa-Nur, and establishing this return nucleus is truly good news. We are correcting the injustice in northern Samaria, and God willing, we will also correct the injustice of the expulsion from Gush Katif. I feel the fruits of the terror that sprouted in Gaza with enormous pain – the time for correction has come," he added.

After Israel Hayom revealed video evidence proving no fire damage occurred at the Saint George Church in Taybeh and the Israel Police confirming this, US Ambassador to Israel Mike Huckabee issued a public clarifications saying the media did not properly convey his comments on the event.

Israeli police released an official statement Tuesday confirming the findings after Israel Hayom published video documentation showing the church remained completely undamaged by a nearby fire. The police statement directly contradicted earlier reports that had circulated across various media outlets.

Israel Police stated: "Contrary to misleading reports, no damage was caused to the Church of Saint George in Taybeh. The fire was limited to an adjacent open area, not the holy site. Emergency services received reports from local residents, including both Israelis and one Palestinian caller. The District Commander has initiated a thorough investigation. If arson is confirmed, justice will be pursued regardless of race or background. Due process is based on facts, not headlines."

Ambassador Huckabee visited the location Saturday to assess the situation firsthand and express sadness over the incident. On Monday, the ambassador posted on X on Monday to clarify he did not assign blame to Jewish settlers: "Investigation reveals no damage to ancient church in Taybeh & investigation of origin of fire continues. I have NOT attributed the cause of fire to any person or group as we don't know for sure. The press has. I have said that regardless, it was crime & deserves consequences."

The clarification came after widespread media coverage suggested potential involvement by Jewish settlers in what was initially reported as church arson. The video evidence published by Israel Hayom definitively showed the ancient religious site sustained no fire damage.

Police investigators continue examining the source of the fire that occurred in an open area adjacent to the church property.

Republican Senator Lindsey Graham joined criticism against Israel Sunday night over a series of incidents in Judea and Samaria involving damage to Christian religious sites and American citizens. Graham, a staunch supporter of Israel in the Senate, expressed his outrage in an interview with Fox News.

 "Christians are being targeted all over the Mideast. There was a Catholic church burned in the West Bank. I'm incredibly upset by that," Graham said. He was referring to incidents of arson targeting religious buildings and a cemetery near the Christian village of Tayibe near Ramallah.

"You had a Palestinian Catholic church burned to the ground, and I want to find out who did it, and I want them to be punished. And if it was settlers from the West Bank, Israelis, I want them to be punished. So I'm going to write a letter to the Israeli government. I want accounting for what happened," the senator added.

Graham also mentioned the visit by US Ambassador to Israel Mike Huckabee to Tayibe on Saturday, stating that "He went to the community in question and he told the people there that America would get to the bottom of this."

The senator also addressed the death of Sayf Muslet, a 20-year-old American-Palestinian who was killed in Judea and Samaria, with the act attributed to Israeli settlers, saying that "a young American Palestinian, 20 years old, was killed in the West Bank, visiting his family. This needs to stop."

Graham's words come amid growing tension from the Christian world following two types of incidents. In an unprecedented move, Israel has significantly altered the long-standing status quo at the Cave of the Patriarchs in Hebron, transferring authority from the Palestinian-run Hebron Municipality to the Kiryat Arba-Hebron Religious Council. The decision, executed by the Civil Administration, aims to enable major structural upgrades at the holy site, Israel Hayom has learned.

This marks the first major change to the site's governance since the 1994 Shamgar Committee recommendations, and reflects a long-standing Israeli desire to improve infrastructure and accessibility for Jewish worshippers. Chief among the proposed renovations are the construction of a permanent roof over the "Jacob's Courtyard", where Jewish prayers are held nearly year-round, and the installation of an advanced fire safety system. These plans have long been delayed due to Palestinian opposition, despite the safety concerns involved. For example, in emergencies, access to security camera footage required coordination with the Islamic Waqf, which until now had controlled the site.

At a pivotal meeting on Monday led by Defense Minister Yoav Gallant and following months of preparation by the Civil Administration, a legal obstacle blocking the transfer of authority was resolved. As a result, control of the site has now officially shifted from the Hebron Municipality and the Civil Administration to the Kiryat Arba-Hebron Religious Council.

Shai Glick, CEO of the human rights organization B'Tsalmo, which has long advocated for the change, welcomed the decision. "The Cave of the Patriarchs is registered in the Book of Genesis as belonging to the Jewish people," Glick said. "For too long, due to a misguided decision by Moshe Dayan, the site was managed by the Waqf and military authorities. This move finally restores dignity and sovereignty. After making the site accessible to the disabled, it's time for it to be properly covered, air-conditioned, and upgraded with restrooms and other facilities."

Some of these changes are already underway. On Sunday, restrooms were opened on-site, a long-standing request from Jewish residents and visitors that had been blocked by Palestinian objections to any changes at the location. With hundreds of thousands of people visiting the cave annually, the facilities are expected to significantly improve the experience for worshippers, who previously had to walk long distances to access bathrooms.

The Coordination of Government Activities in the Territories (COGAT) confirmed: "In accordance with directives and approval from the authorized political echelon, staff work is currently underway. The plan is in advanced stages and aims to provide shade in the courtyard area for the benefit of all worshippers."
