Prime Minister Pedro Sánchez said Monday that Spain will "increase pressure" on Israel by banning ships and planes carrying weapons en route to Israel from visiting Spanish ports or entering Spanish airspace. Spain will also increase aid to the Palestinian Authority and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and impose an embargo on goods manufactured in Israeli settlements in the occupied Palestinian territories. Spain will also ban anyone who directly participated in what Sánchez called "genocide" from entering the country.

 "We hope these measures will increase pressure on Prime Minister Netanyahu and his government to alleviate some of the suffering endured by the Palestinian population," Sánchez said in a public speech broadcast on local television. He wrote on X: "It's one thing to protect your country, but quite another to bomb hospitals and starve innocent children. What Israel is doing is exterminating a defenseless people. It's breaking all the rules of humanitarian law. We can't stand idly by."

Foreign Minister Gideon Sa'ar stated on Monday, stating that Sánchez is attempting to divert public attention from his internal corruption scandals and described his actions as "antisemitic."

Israel responded by banning Labor Minister Yolanda Díaz and Youth Minister Sira Rego, both from the far-left junior coalition partner Sumar, from entering Israel.

Israel's military operations in Gaza have prompted shareholder activism at Danish shipping giant Maersk, where owners will vote Tuesday on a proposal to halt any arms shipments to Israel while the conflict continues, Reuters reported. The proposal comes despite company claims that it is not transporting arms to Israel, even as investigative reports have shown Maersk shipped armored combat vehicles and other military hardware to Israel.

The proposal was put forward by Danish shareholder group Kritiske Aktionærer and is on the agenda for Tuesday's annual general meeting. Maersk's board has stated it does not support the proposal, asserting that "The premise of the proposal is not correct, as the company is not transporting arms to Israel."

UN experts have called on countries to impose sanctions and an arms embargo on Israel, Reuters reported, arguing that Israel's military campaign in Gaza since October 7, 2023, in which Gaza health officials say more than 48,000 people have died, amounted to genocide. Israel has strongly rejected the UN report and says it is combating Hamas, which stormed into southern Israel, killing 1,200 and taking 253 hostages by Israeli tallies.

Activist group Eko has submitted a separate proposal calling for Maersk to enact greater transparency in its human rights processes, particularly focusing on high-risk areas including arms shipments. Maersk's board also does not support this proposal, Reuters stated.

Eko said in a statement that the company's denial of arms shipments came despite Danish media pointing to the contrary. Investigative media outlet Danwatch and Danish tabloid Ekstra Bladet have reported bills of ladings from Maersk, which showed it had shipped armored combat vehicles and other military hardware to Israel.

Denmark, where Maersk is headquartered, does not currently have an arms embargo and has not imposed any restrictions on sending weapons to Israel.

The United States on Tuesday circulated a revised resolution that would extend a UN arms embargo on Iran indefinitely, seeking to gain more support in the 15-member Security Council where veto-wielding Russia and China have voiced strong opposition.

US Ambassador Kelly Craft said the new draft "takes council views into account and simply does what everyone knows should be done — extend the arms embargo to prevent Iran from freely buying and selling conventional weapons."

"It is only common sense that the world's #1 state sponsor of terror not be given the means of unleashing even greater harm on the world," she said in a statement.

Council diplomats said the revised draft could be put in a final form Thursday and put to a vote Friday.

The revised draft, obtained by The Associated Press, is just four paragraphs and replaces the original seven-page, 35-paragraph draft circulated in June.

The original draft included several provisions that some diplomats objected to as going beyond the extension of the arms embargo, and were eliminated.

One provision in the original resolution would have authorized all UN member states to inspect cargo entering or transiting through their territory at airports, seaports and free trade zones from Iran or heading there, if the member state had "reasonable grounds to believe the cargo" contained banned items.

Another provision would have condemned a September 2019 attack on Saudi Arabia and December 2019 attacks on an Iraqi military base in Kirkuk and the US Embassy in Baghdad, saying Iran was responsible.

The new draft states that the arms embargo, notwithstanding its Oct. 18 expiration, "shall continue to apply until the Security Council decides otherwise." It says that full implementation of the arms embargo "is essential to the maintenance of international peace and security."

Iran's UN Ambassador Majid Takht Ravanchi tweeted: "Rebuffed by UNSC (Security Council) members, US was forced to retreat from its draft resolution ... and proposed another version."

"The new draft is similar — in its NATURE and GOAL — to the previous," he tweeted. "Confident that the Council will — again — reject this move."

The United Nations banned Iran from buying major foreign weapon systems in 2010 amid tensions over its nuclear program. That blocked Iran from replacing its aging military equipment, much of which had been purchased by the shah before the 1979 Islamic Revolution. An earlier embargo targeted Iranian arms exports.

The US push to make the arms embargo permanent follows US President Donald Trump's 2018 withdrawal from the 2015 nuclear deal between six major powers and Iran, aimed at preventing Iranian development of nuclear weapons. Tehran has repeatedly insisted it has no interest or intention to produce a nuclear bomb.

The 2015 UN Security Council resolution endorsing the nuclear deal includes a provision lifting the arms embargo on Iran on Oct. 18.

The foreign ministers of Russia and China, in separate letters to UN Secretary-General Antonio Guterres and the Security Council last month, were sharply critical of the US effort to indefinitely extend the arms embargo. They gave every indication they would veto any such resolution if it got the minimum nine "yes" votes in the 15-member council, which appears unlikely.

If the resolution is defeated, US Secretary of State Mike Pompeo suggested the U.S. would invoke the "snap back" mechanism in the 2015 nuclear deal that would restore all U.N. sanctions on Iran. "Snap back" was envisioned in the event Iran was proven to be in violation of the accord, under which it received billions of dollars in sanctions relief in exchange for curbs on its nuclear program.

Russian Foreign Minister Sergey Lavrov accused the Trump administration of waging a politically motivated campaign against Iran and called for "universal condemnation" of the US attempt to impose a permanent arms embargo on the Islamic Republic. He said Trump withdrew from the 2015 nuclear agreement and now has no legal right to try to use the UN resolution endorsing the deal to indefinitely continue the embargo.

Chinese Foreign Minister Wang Yi said the arms embargo should be lifted Oct. 18. He also argued that since the US is no longer a party to the nuclear deal it "has no right to demand the Security Council to activate the rapid reinstatement of sanctions" through the "snap back" provision.

The five remaining signatories to the 2015 deal — Russia, China, Britain, France and Germany — remain committed to the agreement. Diplomats from several of these countries have expressed serious concern that extending the arms embargo would lead to Iran's exit from the deal and its speeded-up pursuit of nuclear weapons.

The US argues that Iran hasn't been cooperating with the International Atomic Energy Agency for a year and has been moving a lot of weapons to proxies in the Middle East despite the embargo.

If the embargo is lifted, the US Defense Intelligence Agency predicted in 2019 that Iran likely would try to purchase Russian Su-30 fighter jets, Yak-130 trainer aircraft and T-90 tanks. Tehran also may try to buy Russia's S-400 anti-aircraft missile system and its Bastian coastal defense missile system, the agency said.

US Secretary of State Mike Pompeo warned on Tuesday that Iran will be "unshackled to create new turmoil" when a UN arms embargo on Iran and a travel ban on the leader of the regime's elite Quds Force is lifted in October 2020.

"Time is drawing short to continue this activity of restricting Iran's capacity to foment its terror regime," he said at a UN Security Council meeting about the latest in the Middle East, which also included mention of the situations in Yemen and Libya and the threat from Islamic State. "The international community will have plenty of time to see how long it has until Iran is unshackled to create new turmoil and figure out what it must do to prevent this from happening."

Pompeo noted that the US State Department's website has a "Countdown to Terror" clock leading up to the removal of the restrictions in accordance with the 2015 Iran nuclear deal, which the United States withdrew from, reimposing sanctions, in addition to enacting new financial penalties against Tehran.

Additionally, the US top diplomat warned against helping the vessel, which is carrying 2 million barrels of oil.

"We have made clear that anyone who touches it, anyone who supports it, anyone who allows a ship to dock is at risk of receiving sanctions from the United States," he told reporters at the United Nations, where he addressed the UN Security Council about the latest in the Middle East.

"If that ship again heads to Syria, we will take every action we can consistent with those sanctions to prevent that," said Pompeo, adding that revenues from the oil sold from the tanker would benefit Iran's Islamic Revolutionary Guard Corps. "We want to deny them the resources to continue their horrific terror campaign."
