Search and rescue teams across central Texas conducted intensive operations Monday as they combed through storm-damaged areas seeking survivors, while the fatality count from the previous week's devastating floods climbed to no fewer than 104 people. USA Today reported that renewed heavy rainfall continued to pummel the already battered regions.

The Kerr County Sheriff's Office announced Monday that the county's death toll had reached 84 individuals, comprising 56 adults and 28 children, according to USA Today. Officials indicated that identification remains pending for 22 adults and 10 children in the county that experienced the most severe flooding impacts.

Kerr County bore the brunt of the flooding disaster when the Guadalupe River became rapidly inundated by torrential rainfall on July 4, as reported by USA Today. The waterway surged to heights exceeding 20 feet within hours at multiple points as it cascaded downstream toward Kerrville, a community home to 24,000 residents.

The casualties included no fewer than 27 children and counselors from Camp Mystic, a cherished all-girls summer facility in Kerr County where the most devastating flooding occurred. Kerr County Sheriff Larry Leitha disclosed during a Monday press conference that at least 10 girls and one counselor remained unaccounted for.

"Texas is grieving right now. The pain, the shock of what has transpired these last few days has broken the heart of our state," stated Sen. Ted Cruz, R-Texas. Cruz expressed his devastation over the children's deaths at Camp Mystic, characterizing it as "every parent's nightmare."

Approximately 700 children were present at the camp when unrelenting precipitation caused the adjacent Guadalupe River to surge beyond 26 feet in under an hour on Friday, Texas Lt. Gov. Dan Patrick reported. Photographs captured at the location revealed a structure where some children had been sleeping, displaying shattered windows and a destroyed wall.

Pink blankets and stuffed animals were visible among the mud-covered wreckage scattered across the area. As rescue personnel renewed their searches for missing individuals using aerial, ground, and water methods, authorities cautioned central Texas residents that "life-threatening flooding" dangers persisted.

Multiple flash flood advisories remained in effect throughout the Hill Country as storms continued saturating the region, overwhelming roadways and waterways. Several neighboring states and Mexico dispatched crews to support search operations in the affected areas.

Volunteer firefighters from the Mexican border community of Acuña joined search and rescue teams operating in the Kerrville vicinity. Round-the-clock search-and-rescue activities continued as hundreds of emergency personnel confronted debris, mud, and additional obstacles on the ground.

The firefighter team collaborated with the nonprofit Foundation 911 to aid search efforts in Kerrville, according to a protective services government agency in Acuña. The crews reached the area early Sunday morning to begin operations.

Nebraska Gov. Jim Pillen announced Monday his deployment of a 45-member search and rescue unit to assist central Texas crews for up to 14 days. The team encompasses two canine units plus boats and vehicles for comprehensive search capabilities.

Florida Gov. Ron DeSantis confirmed his state would deploy three swift water rescue teams through an Emergency Management Assistance Compact (EMAC) to support response and recovery operations. Louisiana Gov. Jeff Landry contributed 14 state swift water rescue personnel to aid the efforts.

California Gov. Gavin Newsom revealed he was dispatching search-and-rescue teams to Texas to assist with response activities. The teams possess extensive experience in major disaster rescue operations, including the 9/11 attacks, Hurricane Katrina, and the Camp Fire in Paradise, California, according to the governor.

Israel's public school system will be completely back on track within a month, barring negative developments in the rate of new COVID cases, coronavirus coordinator Professor Nachman Ash said Monday.

For the first time since the pandemic hit Israel in early 2020, government authorities have rolled out a detailed plan to fully reinstate in-school study for children in all grades.

The first stage of the plan, slated for implementation in approximately 10 days, will cancel the requirement for pods in grades 4-6 if it turns out that eliminating pods for 3rd graders does not cause a spike in morbidity.

Pods will also be cancelled for middle schools, but only at institutions at which 75% of the students' parents agree to allow their children to be tested for COVID weekly.

The Health Ministry is also considering more flexibility to the conditions for cancelling the pod requirement for 11th and 12th-grade students and will eliminate pods in classes where at least 65% of the students have been vaccinated, rather than the minimum 90% previously stipulated.

The last stage of the plan is expected to launch in three to four weeks, if in-school COVID testing shows low morbidity among middle schoolers (7th-9th grade students), pods will be cancelled for these grades, as well, without the students having to undergo testing.

"We understand the need to reopen the school system and understand that the morbidity situation has changed, but on the other hand, we are doing this very responsibly," Ash said.

"I expect that it will take three to four weeks to examine what happens with the tests. If most of them are clean, I think we'll expand the school reopenings, and believe that a month from now the school system will be operating as usual," he added.

Meanwhile, the Health Ministry is expected to discuss next week a recommendation to eradicate the mask mandate in open spaces, after a meeting of COVID experts determined that there was little risk of contracting the virus outside.

In a related development, the Health Ministry on Monday said that despite reports of a vaccine shortage, Israel had received another 380,000 doses of the Moderna vaccine, in addition to the 170,000 doses that were delivered this past weekend, Israel Hayom learned.

By the end of 2021, Israel is expected to receive 3 million more doses of the Moderna vaccine, in addition to the 110,000 doses that Israel has already administered to Palestinians working in Israel.

As of Tuesday morning, there were 5,042 active or symptomatic COVID-19 patients in Israel, a drop of 65 since midnight between Monday and Tuesday. Of those patients, 319 were in serious condition, including 195 hospitalized in critical condition. A total of 175 hospitalized patients were on ventilators.

A total of 55,508 tests were processed Monday resulting in 375 new confirmed cases.

Israel's death toll from COVID stands at 6,253, and the number of people who have received both doses of the COVID vaccine stood at 4,861,451 on Tuesday morning, with 5,277,886 having received the first dose.

The COVID-19 reproduction rate (R) in Israel is growing, and as of Sunday morning stood at 0.99, meaning that one confirmed carrier infects 0.99 other people, the Health Ministry reported.

A demographic analysis shows that the Haredi population has the lowest reproduction rate at 0.81, compared to 0.96 for the general population and 1.12 in the Arab sector, where the percentage of the population who have been vaccinated is lower than in the rest of the country.

The Health Ministry reported that 24,291 COVID tests processed Saturday identified 1,429 new cases, a positive rate of 6%.

As of Sunday morning, there were 40,108 active or symptomatic cases in Israel. A total of 1,278 COVID patients were hospitalized, of whom 776 were listed in serious condition, including 241 who were on ventilators. On Saturday, 21 more patients died, bringing Israel's COVID death toll to 5,738 since the pandemic hit Israel early in 2020.

The majority (70%) of cases in Israel are in people under the age of 40.

Meanwhile, 4,687,114 Israelis have received first doses of the COVID vaccine (50.4% of the population), and 3,320,355 (35.71%) have received both doses. Of people aged 50 and over, 87% have received at least one dose of the COVID vaccine.

A total of 993 medical workers were in quarantine on Sunday, including 66 doctors and 264 nurses.

On Saturday, Health Ministry Director-General Professor Hezi Levy spoke to Israel Hayom about the Purim celebrations that have taken place against public health orders since Thursday.

"It's very, very hard to watch things like these. Personally, they pain me. We're running around like crazy to vaccinate people, and seeing sights like these is infuriating," he said.

In the next few days, the Corona cabinet is scheduled to meet to discuss whether or not to allow more reopenings, which could take effect as early as Sunday, March 7. The Health Ministry is keeping close tabs on the data in order to put together a recommendation.

"We really want to open the middle schools and get the students back in school, and we intend to take the next step in an orderly, cautious manner," Levy said.

"The reproduction rate has already reached 0.97 [on Saturday], and if in a few days we see that Purim celebrations caused outbreaks, it will go up. That could put us farther away from the next step of reopenings and the chance of celebrating Passover like we all want to. No more than 50% of young people are vaccinated, and it's clear to us that the partiers include a large percentage of non-vaccinated people who apparently don't take care to wear masks. Anyone who looks at these parties can understand that it will be difficult for us to take the next step of reopenings, if new cases remains high," he warned.

Iran has identified 13,421 new coronavirus infections in the past 24 hours, a new daily record, the health ministry said on Wednesday, bringing the country's overall tally to 801,894.

Ministry spokeswoman Sima Sadat Lari told state TV that the death toll had risen by 480 to 42,941 in the Middle East's worst-affected country.

The news comes a day after Iranian Health Minister Saeed Namaki warned the nation on Tuesday that COVID deaths might more than double soon if Iranians flouted rules aimed at containing the virus.

"This is the last chance for our health system to recover, if people fall short we will lose the game and reach four-digit death figures ... and that is an abyss from which it is difficult to escape," Namaki said ahead of nationwide restrictions to curb the virus' spread, state media reported.

The government said stricter restrictions would be imposed in the capital Tehran and some 100 other cities and towns starting Nov. 21. Non-essential businesses and services will be shut or seriously reduced and cars will not be allowed to leave or enter those cities.

Police said a ban on cars leaving or entering provincial capitals would go into effect on Wednesday, state television reported.

The political action committee of the Jewish Democratic Council of America, JDCA PAC, released an ad on Tuesday featuring the Kaddish mourning prayer in response to US President Donald Trump's controversial actions and video statements about COVID-19 after he returned to the White House on Monday. The president had spent three nights at the Walter Reed National Military Medical Center being treated for symptoms associated with the coronavirus.

The jarring ad features a photo of a stone about to be put on top of a grave marker that already consists of stones on top of it, in accordance with Jewish tradition.

Alongside the Kaddish being recited is audio of Trump's past statements on the pandemic, such as "It is what it is," as an increasing number of COVID-19 deaths flash across the screen. To date, more than 7.7 million people in the United States have been diagnosed with COVID-19 with nearly 215,000 recorded deaths as a result of the highly infectious disease.

The ad ends with the word "VOTE."

"The Jewish community is in mourning due to the devastating human loss of from the coronavirus, and many of us are saying Kaddish. Each Saturday, my father and I attended shul together until he contracted and succumbed to the virus a few months ago," said JDCA chairman and former Rep. Ron Klein (D-Fla.) in a statement.

"The Jewish community in South Florida, including my own family, has been deeply impacted by this devastating disease. The magnitude of this tragedy could have been avoided," Klein said.

Republican Jewish Coalition executive director Matt Brooks told JNS, "This ad does nothing to win over undecided voters; it's awful. If a voter already feels Trump mishandled the virus, then they're already voting for [Joe] Biden … couple that with the fact that they aren't spending any money on it, and it all adds up to a big zero."

The ad is actually part of a $250,000 ad campaign by JDCA PAC.
