An Israeli intelligence delegation that traveled to Brussels, classified reports delivered to Israeli ambassadors in European capitals, and a broad advocacy campaign – this is how Israel succeeded in changing the European Union's stance toward the Palestinian Authority, and forced Europeans to publicly acknowledge for the first time that Abbas continues paying salaries to terrorists, despite his commitment to stop.

At the end of November, a meeting was held in Brussels between senior Palestinian Authority officials and representatives of donor countries. On the agenda: examining the reforms the Authority committed to implement – chief among them stopping payments to terrorists and their families, a reform the Palestinians declared had already been carried out.

The Authority's commitment to reforms didn't stem from goodwill, but from financial distress. Unlike the past, the Europeans decided to stop serving as an "open wallet" and conditioned continued aid – hundreds of millions of euros – on meeting commitments.

A day before the meeting, Foreign Minister Gideon Sa'ar issued an unusually detailed declaration: The Authority not only hasn't stopped payments to terrorists – it has actually increased them. The only change: instead of transferring the money through a designated fund, the Authority found alternative and covert channels.

The response from Brussels was unprecedented. "We understand that recently a payment was made to the families of prisoners," the Union stated in an unusual declaration. "We are very sorry about this decision. It appears to contradict previous statements. We have requested clarifications from the Palestinian Authority."

Palestinian Authority representatives, who arrived in Brussels expecting to raise additional funds, encountered rare criticism. During the meeting, several representatives of donor countries made clear – both to the Palestinians and to their friends in Europe – that part of the funds are conditioned on implementing the reforms.

The Palestinian representatives, unaccustomed to such criticism, committed to establishing a transparent fund that would reflect the transfer of money and to stop payments to terrorists. But they also understand that supervision over them has grown – not only from Israel, but also from the Europeans, whose credibility toward the Authority now lies on the table.

The Authority committed to stopping payments to terrorists back in February, and earned praise from world leaders – President Macron even cited this as a turning point. But in Israel, they didn't buy the deception. In Jerusalem, they understood that behind the declarations, the money continues to flow.

To substantiate the claims, Sa'ar led an effort based on intelligence from the IDF and other agencies. While the Palestinians prepared for the Brussels meeting, the Foreign Ministry led a covert campaign designed to block the space for denial – both by Authority officials and by Europeans who preferred to ignore.

Intelligence agencies prepared a report, but not all of it could be revealed publicly – parts of the evidence were redacted to protect intelligence sources. Once approved for distribution, the report was presented at every meeting with foreign ministers – so that no room for doubt remained: The Authority continues to pay, despite its declarations.

In parallel, a booklet was prepared that summarized the intelligence evidence. It was sent to Israeli ambassadors in major European capitals, who then passed the information directly to the foreign ministers in the countries where they serve.

"Intelligence indicates that the policy of payments to terrorists is still ongoing, despite the declaration about Abu Mazen's decree," the report stated. "This is done through various channels intended to conceal the continuation of payments, while presenting a false impression of reforms."

The report further stated: "The policy wasn't canceled but only disguised anew. Some payments are now channeled through alternative channels, creating a misleading impression of reform. In practice, the PA continues to finance and encourage terror. The PA continues to pay, just in a new method."

The report notes documentation of payment collection from Palestinian postal branches. It was further noted that terrorists who were released in the deal received salaries throughout their time in prison, and some even received additional grants from the Authority after their release.

The report also quotes Abbas himself, who said on February 25: "If we have only one penny left, it will be given to the prisoners and martyrs. I will not allow anyone to remove any commitment or penny given to them. They are more honored than all of us."

In mid-November, an Israeli delegation of intelligence personnel traveled to Brussels. They met with European Union officials and presented the Palestinian violations – which led the Union to acknowledge that the Authority is not meeting its commitments. The European Union is the largest donor to the Authority, and public criticism from it against the Authority is rare. Until now, the Union preferred to remain silent. Now, even in the Authority, they understand that continuing the payments could drag them into confrontation with their largest funder.

European taxpayers are unknowingly funding their own subversion. A bombshell new report reveals how the Muslim Brotherhood has mastered the art of infiltration, securing tens of millions of euros from EU institutions while pursuing an agenda to replace secular democracy with Islamic theocracy.

Vladimir Lenin, the architect of Russia's Communist Revolution and founder of the Soviet Union, is credited with the mocking phrase, "The capitalists will sell us the rope with which we will hang them." The Soviet tyrant expressed the idea that Westerners, driven by greed, would cooperate with the Communist revolution without understanding they were ultimately engineering their own downfall.

If Lenin, who died in 1924, were resurrected today and landed this week in the European Parliament corridors during the presentation of the new report on Muslim Brotherhood infiltration into Europe, he would have no choice but to update his prophecy. Greed has given way to blindness. Westerners no longer sell their enemies the rope. They finance it with their own money and cheerfully offer their necks to an enemy plotting their downfall, except now the enemy is cloaked in green.

The comprehensive report, submitted to EU institutions, was compiled by Dr. Florence Bergeaud-Blackler and Dr. Tommaso Virgili, two respected researchers of Islamism in Europe. They present a particularly disturbing situation: Europe is funding, sometimes unknowingly from taxpayer coffers, organizations linked to the Muslim Brotherhood, and these organizations are advancing a subversive ideology aimed at changing the continent's face from within.

The organizational structure of the Muslim Brotherhood in Europe is a maze, notes Charlie Weimers, a Swedish member of the European Parliament and the initiator of the report, hinting that only a few are capable and willing to delve into its depths. The Brotherhood operates a network of semi-independent groups connected to each other through shared ideology, family ties, and personal relationships. Those not part of the network will find it difficult to understand how it operates and will certainly struggle to track the flow of money sustaining it.

"Historically, we tended to ignore the Muslim Brotherhood because this movement barely existed on the continent," Weimers says in an exclusive interview with Israel Hayom's weekly magazine. "But the tide has turned. Three tectonic shifts created the change: a surge in the volume of Muslim immigration, the growth of a new generation of European-born Muslims who are aware of Europe's weaknesses and willing to exploit them, and the Muslim Brotherhood's deliberate effort to gain a foothold in the West."

One central insight emerges clearly from reading the report: if Europe does not wake up – immediately, now – it is lost. This grim conclusion rests on hundreds of examples and facts carefully collected by Bergeaud-Blackler and Virgili. They describe a rigged game: while European officials operate in their own world, a world of dry regulations, completely oblivious to what is taking shape outside government buildings, the Islamists have mastered the art of camouflage.

"The Muslim Brotherhood in Europe is like a wolf in sheep's clothing," Weimers explains. "Ostensibly, they abandon the path of violence and adopt a pragmatic appearance: willing to work with official systems, and especially to receive funding from them. But we must not fall into the trap: this tactical move is not genuine change. Their ultimate goal has remained as it was – to dismantle Europe's secular democratic institutions and establish a theocratic regime based on the Quran. Their target is a global caliphate, where all areas of life will be dictated by Islam and Sharia law, while pushing non-Muslims into the position of second-class citizens as dhimmi (non-Muslim protected persons living under Islamic rule). The Muslim Brotherhood is a totalitarian force, and must be treated as such."

The "Wasatiyya" method

How does the Islamist wolf don the hide of an innocent sheep? First and foremost, through decentralized action, via countless bodies that at first glance are not connected at all. Some are very small and hidden from view, disguised as authentic and legitimate organizations – mosques, nonprofits, welfare funds, community organizations, and more. Only experts, such as the report's authors, and security service personnel can identify the threads that connect them into a single network. Even their work does not always succeed.

"Identifying active and committed members of the Muslim Brotherhood movement is a complex task, as they tend to deny any official connection," the report states. "In any case, the number of activists in organizations influenced by the movement far exceeds the number of members who have officially joined it. Many of these activists are not even aware they are operating within a framework affiliated with the Muslim Brotherhood, but continue to operate in organizations that were established or shaped in the spirit of their ideology — such as Islamic Relief Worldwide (IRW) and its branches, the Council of European Muslims (CEM, formerly the Federation of Islamic Organizations in Europe – FIOE) network, the Federation of European Muslim Youth and Student Organizations (FEMYSO), the European Forum of Muslim Women (EFOMW), as well as a long list of additional national and international bodies."

According to the findings, this is not a collection of isolated bodies, but an organized and sophisticated network operating in Europe for years: student associations, nonprofit organizations, research institutes, civil society organizations, and even religious institutions. All fit into the concept conceived by Sheikh Yusuf al-Qaradawi, the Brotherhood's spiritual leader in recent decades: "Wasatiyya" (Islamic centrism or moderation) – an approach portrayed as moderate, but according to the report,  its purpose is gradual infiltration into Western systems until changing the democratic order from within.

Under the cover of legitimacy and decentralization, the Islamist bodies can request state and pan-European budgets. Request – and receive. "The research by Dr. Florence Bergeaud-Blackler and Dr. Tommaso Virgili exposes an uncomfortable truth: the European taxpayer is unwittingly funding the insidious infiltration of the Muslim Brotherhood movement into our institutions," MEP Weimers argues. "Through grants ostensibly presented as support for immigrant integration efforts or the fight against racism, the European Union has funneled tens of millions to networks promoting separatism and parallel societies inspired by Sharia, which directly harm our cherished democratic values."

Feeding the monster

The report does not settle for presenting theoretical models. It brings a series of harsh examples showing how organizations with deep Islamist connections have succeeded in obtaining European funding on the scale of tens of millions of euros. Take, for example, an organization with a nice name, like the European Network Against Racism (ENAR), which declares on its website that it "works to end structural racism and discrimination across Europe and bring about real change in the lives of religious and ethnic minorities."

The beautiful words cover rather ugly facts: several of the member organizations in ENAR are part of the Muslim Brotherhood movement, and for 11 years it was headed by Michael Privot, who was a declared member of the movement. Between 2007 and 2020, ENAR received at least 23 million euros from European institutions. Its effective connection to the European establishment did not end with just money. Thanks to its whitewashed appearance, ENAR was a regular participant in European forums, helped draft policy documents, and promoted initiatives in the European Parliament.

The Forum of European Muslim Youth and Student Organizations (FEMYSO), which was established in 1996 at the initiative of several bodies linked to the Muslim Brotherhood, is no less effective. You can find within it the "nobility" of the Muslim Brotherhood's global leadership. The organization's founder and first president was Ibrahim el-Zayat, a German citizen of Egyptian origin, whom German security services defined as "the spider weaving the web of Islamist organizations" and as "the Muslim Brotherhood's representative in Germany." It is hard to exaggerate the depth of his connection to Islamist ideology - he was involved in almost every major Muslim Brotherhood body in Europe and was known for his extreme antisemitic positions. In el-Zayat's case, there is no need to rely on rumors or hints: the official Ikhwanweb site explicitly defined him as a member of the Brotherhood movement, and he even lost a lawsuit against a German parliamentarian who called him "a senior in the Muslim Brotherhood."

"Bodies identified with the Muslim Brotherhood exploit the blind spots of government, and master the art of using language precisely tailored to meet requirements, to ensure funding. They run a sophisticated domino game: they leverage legitimacy received in one country to establish credibility in another country or in EU institutions. This creates a dangerous cycle of funding from multiple sources," says MEP Weimers.

Alongside him, Khawla Himmat, daughter of Ghaleb Himmat, served as deputy president of the organization, a Syrian native who became an Italian citizen. Her brother, Youssef, later served as the president of FEMYSO. Ghaleb Himmat, another central figure in the European arena of the Brotherhood and someone who admitted to serving as a financier of the movement's global network, was also identified by Ikhwanweb as part of the Muslim Brotherhood.

Another FEMYSO president was Intissar Kherigi, daughter of the head of Tunisia's Ennahda party, Rached Ghannouchi — a party clearly identified with the Muslim Brotherhood. Between 2021 and 2023, the organization was headed by Hend Taner, a member of Millî Görüş (National Vision movement), the Turkish arm of the Muslim Brotherhood.

FEMYSO is a real monster, aggregating under an Islamist umbrella 32 organizations from 22 European countries and connecting them to the Muslim Brotherhood's power centers in the Middle East. Who helped feed the monster? The European Union! Between 2007 and 2019, the organization received funding of 288,856 euros from EU institutions.

Never mind the money. As in ENAR's case, the Europeans granted legitimacy to FEMYSO, despite its clear Islamist identification. For example, in 202,2 the European Commission published a "recognition video for youth across the Union," in which FEMYSO also appeared. The video was filmed as part of "European Youth Events" in the Union's parliament. The Forum of European Muslim Youth and Student Organizations participates in these events regularly and enjoys this European whitewashing also at the level of EU member states.

If this is not serious enough, wait for the report's revelations regarding Islamic Relief Worldwide and its many branches, which received an astronomical sum of over 40 million euros from the European Union. The organization's Palestinian branch is connected to Hamas, and its other branches are no better. The report's authors briefly note what has already been revealed regarding Islamic Relief Worldwide: calls "to place Jewish corpses on mountaintops, so that no dog in Palestine will be hungry," labeling Jews as "monkeys and dogs," praise for Hamas, and suspicious financial transfers.

The organization's connections to the Muslim Brotherhood are an open secret, proven many times. Nevertheless, this record did not cause the European Commission to get its act together. Its publications still define Islamic Relief Worldwide's branches in Germany and Sweden as "approved humanitarian partners of the European Union for 2021-2027." Authorities in both countries are crying out and pointing to the Islamist connection of both to the Muslim Brotherhood, but in Brussels, they neither hear nor see.

Sunni-Shia cooperation

One of the report's interesting findings points to the connection between the European branches of the Muslim Brotherhood and Iran's tentacles. Although these two Islamist players belong to rival streams in Islam, when it comes to infiltrating Europe, they actually know how to cooperate.

The Islamic Association of Shia Communities (IGS), operating in Germany, is a tangible example of such cooperation. IGS was founded in 2009 under the leadership of Ayatollah Reza Ramezani Gilani, a member of the Assembly of Experts of the Islamic Republic, the body that elects Iran's Supreme Leader. If that is not enough, in 2018, after Ramezani was called to return to Tehran, he was replaced by Mohammad Hadi Mofatteh, a member of Iran's Revolutionary Guards. Between 2017 and 2020 IGS received 283,000 euros from an EU internal security fund for an "anti-extremism project."

This could have been funny if it were not sad: in those very years, the association, and especially its branch in Hamburg (the Islamic Center of Hamburg), rose on the radar of German security services due to being one of the engines for spreading Islamist extremism. Despite being the center for spreading Shiism, the Islamic Center of Hamburg plays a significant role in the Central Council of Muslims in Germany, which is described in the report as "the Muslim Brotherhood's umbrella organization in Germany."

Abdul-Karim Grimm, one of the center's founders, also operated in the German Muslim League, which was among the founders of the Central Council of Muslims in Germany. His wife, Fatima Grimm, operated in both bodies, and additionally took on the important role of publishing the newspaper "Al-Islam," which became the mouthpiece of the Islamic Center of Munich, linked to Muslim Brotherhood emissaries from Egypt.

The European Union also distributed funds generously to the Islamic University of Gaziantep in Turkey. Its director is appointed by Erdoğan, a Muslim Brotherhood man Turkish-style, but the champions of academic freedom from Brussels somehow do not see this as an attack on university independence. They also do not see the admiration for Hamas being instilled in students, the calls "from the river to the sea" and words of praise for "shahid" Ismail Haniyeh published by the institution's rector. European officials included the Islamic University in the Erasmus program and granted it a quarter-million-euro grant, which was stopped only following parliamentary inquiries.

The Islamophobia racket

Another toxic body that received European funding is Forum al-Sharq, based in Istanbul, Geneva, London and Kuala Lumpur. Lecturers and speakers at events organized by the forum belong to the Muslim Brotherhood and do not hide their views. One of them, Asim Qureshi, praised an ISIS terrorist known as "Jihadi John," calling him "a beautiful young man." In case you forgot, Qureshi's object of admiration used to behead hostages in front of cameras - although Qureshi extensively explained that all the troubles of the "beautiful young man" were caused by Western Islamophobia.

This argument is not reserved for the rear guard. Every time someone in Europe becomes alarmed at the Islamist takeover, the Islamists rush to preempt the blow and label him as an Islamophobe. Such labeling is tantamount to neutralization: the unfortunate labeled person loses the right to speak, is removed from television studios and newspaper columns and is publicly ostracized. Only a few dare to warn about the quiet infiltration of the Muslim Brotherhood into all spheres of influence in Europe.

"The Muslim Brotherhood's exploitation of the concept of 'Islamophobia' is not intended to protect vulnerable communities," Weimers clarifies. "It is a calculated tool to silence criticism and advance their 'Wasatiyya' strategy, based on gradual Islamization. The European Union's adoption of this rhetoric has encouraged self-censorship across our entire public discourse, turning what should be open debate into a minefield of fear."

However, it turns out that the Islamists' profit from misusing accusations of Islamophobia was double. They not only silenced criticism and opposition, but succeeded in milking additional funds from the European Union, which were earmarked – you guessed it – to fight that imaginary Islamophobia. Two birds with one stone.

Many millions were allocated by EU institutions to research on Islamophobia and to combat Islamophobia. To whom did they go? The report by Dr. Florence Bergeaud-Blackler and Dr. Tommaso Virgili reveals that in many cases, the grant recipients were bodies and individuals connected to the Muslim Brotherhood.

In 2018, the European Union funded the annual Islamophobia review, written by Farid Hafez and Enes Bayrakli and published by the Turkish Foundation for Political, Economic and Social Research. A quick check reveals the foundation is managed by Serhat Albayrak, the older brother of Berat Albayrak, Erdoğan's son-in-law and chairman of Turkey's giant government media corporation. The review's authors frequently participate in activities of bodies promoting the Muslim Brotherhood agenda across Europe and in the US.

The Islamic Cultural Center of Valencia also won European Union funding for the stated purpose of "stopping hate ideologies, primarily Islamophobia." The cultural center in question was established by the Muslim Brotherhood, and implemented the grants jointly with four other organizations that are members of the Islamist FEMYSO – the youth organization of the Islamic Cultural Center of Valencia, the League of Muslims of Belgium, the Young Muslims of Italy organization and the Muslim Students organization in France. European money channeled to Muslim Brotherhood projects across the continent - this is exactly how the Muslim Brotherhood network operates.

The solution: the Austria model

Bergeaud-Blackler and Virgili shine a spotlight on hundreds of such projects and lament how EU institutions refuse to act forcefully, even when the true nature of the funding recipients comes to light. Giving money to the Muslim Brotherhood is like letting the fox into your coop, says Weimers: "Grants intended to increase integration feed groups which, according to their ideology, encourage Muslims in Europe to cling to a separate and insular Islamic identity."

It seems the Muslim Brotherhood has learned how to exploit European rules of the game to their advantage and turn them against Europe.

"Correct. The current structure allows groups identified with the Muslim Brotherhood to exploit the system. Officials rely on guidelines, proper documents and an organization's ability to 'recite' the project's goals. But these bodies exploit the blind spots of government authorities and bureaucratic loopholes, and master the art of using language precisely tailored to grant requirements, to ensure funding. They also run a sophisticated domino game: they leverage legitimacy gained in one country to establish credibility in another country or with EU institutions, and from there channel it back to additional grant-distributing bodies. This creates a dangerous cycle of growing legitimacy — and funding from multiple sources."

Where do European oversight mechanisms fail?

"Our oversight mechanisms are toothless when it comes to checking deviations from the grant's purpose. If an organization declares it operates in accordance with European values – the authorities accept it as gospel truth. Denial of funding due to incompatibility with these values requires conclusive evidence, but the oversight apparatus is not designed for content examination at all. And if deviations are discovered anyway, they take care to present them as one-time errors, and any official who dares to insist encounters threats of accusations of racism or Islamophobia – a chilling effect that deters most officials from acting, unless they have exceptional courage or determination.

"Even when an organization or its managers are marked as unworthy of receiving funding, there is almost nothing preventing their associates or family members from establishing a new entity, which is not formally linked but in practice is almost completely identical. Our systems do not track such connections, and administrative rules do not allow denial of funding based on indirect connections of this type."

What do you demand be done to stop the slide into the abyss, as the Muslim Brotherhood plans?

"The time has come for the European Union to adopt a zero-tolerance approach toward this threat, starting with immediate cessation of funding to any organization connected to the Muslim Brotherhood, Hamas or figures like al-Qaradawi. Through increased transparency, stringent audits and intelligence sharing — according to Austria's successful model — we can return our institutions from those seeking to undermine them from within."

"President Donald Trump's courageous decision to begin the process of defining major branches of the Muslim Brotherhood in Egypt, Lebanon and Jordan as foreign terrorist organizations and as 'global terrorists' sets a powerful precedent for confrontation with Islamist threats.

"The European Union must urgently adopt this determination. The Muslim Brotherhood must be outlawed across the continent, taxpayer funding must be severed from these networks, crippling sanctions must be imposed and our democracies must be protected from their calculated infiltration and their support for organizations like Hamas. EU institutions, member states and regional authorities must sever all contact, funding and legitimacy from these bodies. Anything less than this is a betrayal of Europe's future and our shared values."

The European Union is changing its approach toward the Palestinian Authority. In a meeting held between EU representatives and senior Palestinian Authority officials toward the end of last month, senior EU officials who are friendly to Israel raised the issue of the PA's violation of agreements regarding continued payments to terrorists, and demanded that they stop transferring funds to those who carried out attacks against Israelis and Jews.

During discussions in Brussels ahead of the meeting of the "Palestine Donors Group" (PDG), in which many European countries and others participate, the Palestinian Authority's progress in implementing the structural reforms it committed to was examined. During the discussions, several representatives of member states confronted PA representatives with evidence that they continued to transfer funds to terrorists through alternative channels, and expressed their dissatisfaction with the violation of the commitment.

The officials reminded that the transfer of some of the funds sent to the PA is conditional on fulfillment of Palestinian commitments to stop paying salaries and stipends to terrorists and their families. The Palestinian Authority promised in February to stop the flow of funds to terrorists and their families, but in recent months, it has been reported that payments were transferred through alternative means.

In Israel, it was further revealed that the Palestinian Authority essentially changed the payment mechanism to one based on socio-economic criteria, rather than on the number of years of imprisonment, as was the case in the past. This change led to the cessation of payments to some terrorists in prisons, but not to all, and thus it effectively continued payment to terrorists and their families.

It should be noted that the European Union, which is the largest financial donor to the Palestinian Authority, has conditioned its financial support, amounting to hundreds of millions of euros per year, on the implementation of comprehensive reforms in the Palestinian Authority. The Union granted the Palestinian Authority a grant of between 1.2-1.6 billion euros for the years 2025-2027, subject to the gradual implementation of reforms whose main focus is fighting corruption and building stable and proper governance in the PA, but they also include a Palestinian commitment to stop paying salaries and stipends to terrorists as a reward for attacks they carried out, as well as stopping incitement in textbooks that the Palestinian Authority distributes to Palestinian educational institutions. In recent months, it was revealed in Israel Hayom that Palestinian textbooks continue to incite against Israel, Jews, and encourage terrorism.

The Palestinian Authority prefers to postpone the implementation of the education reform to next year, although, after it became clear that it is not keeping its promises, pro-Israel officials in the European Union are expected to increase pressure in light of the huge sums being transferred.

In response to the accusations against them, senior Palestinian Authority officials claimed that in January, a new payment system is supposed to be implemented that will create transparency, and payments to terrorists will stop. The PA also fired the finance minister after accusing him of transferring the funds.

According to a spokesperson for the European Commission, the step the Palestinians took to stop payment to terrorists "was a step forward and marked the Palestinian Authority's commitment to implement far-reaching reforms. However, we understand that a payment was recently made to prisoners' families under a previous plan. We very much regret this decision, as it appears to contradict previous statements."

"We requested clarifications on the matter from the Palestinian Authority, and the Committee for the Promotion of Palestinian Policy provided the opportunity to discuss the matter openly. The Palestinian Authority reaffirmed its commitment to fully implement the Social Protection Law and also confirmed that a contract has been signed for an audit of the new payment system, which is expected to begin in January. Within this framework, verification will be carried out to assess that there are no parallel payment programs and to provide evidence that the system is now based only on genuine needs," the spokesperson said.

The Union confirmed again that they continue to monitor the PA's other promise regarding education reform. "Reform in the education sector, including curriculum reform, is part of the EU-Palestine reform agenda," added a spokesperson on behalf of the Commission.

"The Palestinian Authority, as reaffirmed in President Abbas' intervention in New York in September, is committed to conducting a comprehensive curriculum reform to ensure full compliance of all learning materials with UNESCO standards containing values of peace, tolerance, coexistence, and non-violence. This includes changes in the textbooks in question."

Just about two weeks ago, Foreign Minister Gideon Sa'ar revealed that the Palestinian Authority nearly doubled salaries to terrorists and their family members in the past year. According to him, in 2024 it paid 470 million shekels ($130 million), and in 2025 it has already committed to pay about 700 million shekels ($194 million) in salaries, and the year has not yet ended. "I call on Europe and the world to hold the Palestinian Authority accountable for financing terrorism. The salaries to terrorists must be stopped now," Sa'ar demanded.

Foreign Minister Gideon Sa'ar accused the Palestinian Authority of continuing salary payments to terrorists, including those released in the current deal and Hamas operatives. He also criticized the European Union for rewarding the PA with support for a terror state instead of imposing sanctions for the ongoing payments.

At a press conference in Budapest on Monday with his Hungarian counterpart Péter Szijjártó, Sa'ar said the PA altered its system to avoid direct terrorist payments and now funnels the money through Palestinian postal branches. "Contrary to the Palestinian Authority's promises in English, the PA continues its policy of paying salaries to terrorists," Sa'ar said. "The PA pays salaries to terrorists and their family members for murdering Jews and Israelis according to their law from 2004 until this very day. The PA rewards Palestinian terrorists, including Hamas operatives, who have Jewish blood on their hands – both those sitting in prison and those released in the latest deal."

Sa'ar added, "The PA never stopped paying salaries to terrorists – the PA only changed its method. Terrorists now receive the money from Palestinian postal branches. The PA even makes additional payments to terrorists released under the agreement."

Sa'ar sharply criticized the European Union, saying "instead of demanding accountability from the PA, the European Union whitewashes the PA. The EU ignores the ongoing crimes of paying terrorists – and in practice encourages terror. The EU seeks to reward the PA with its own terrorist state." He noted that President Trump's 20-point plan stipulated that the PA would receive no legitimacy without genuine reforms, including "the Palestinian Authority will take all necessary steps to immediately stop paying salaries to terrorists imprisoned in Israel and to families of terrorists who were killed."

Sa'ar continued, "To this day, the Palestinian Authority has failed to meet the criteria set by President Trump. I call on responsible and moral European leaders to follow the example Hungary set in Europe. Hold the Palestinian Authority accountable! Stop salary payments to terrorists now!"

Israel has a part too

Lt. Col. (res.) Maurice Hirsch, former head of the military prosecution in Judea and Samaria and currently a researcher at the Jerusalem Center for Security and Foreign Affairs (JCFA), reveals a disturbing picture about the payments the Palestinian Authority provides to terrorists serving prison sentences – and about Israel's role in the financing.

According to Hirsch, 160 of the 250 terrorists released in the latest ceasefire deal became millionaires thanks to monthly payments of roughly 8,000 shekels ($2,250) over many years. "The Palestinian Authority rewards our child murderers with hundreds of millions of shekels annually, exactly as a prize for their participation in terror," Hirsch said. "The payments accumulate to millions and they leave prison for a life of prosperity – not remorse."

Hirsch emphasizes that this money comes mainly from Israel itself. "Out of every 100 shekels the PA pays terrorists, 65 come from us – from the VAT and income taxes we transfer to the PA under the Oslo Accords. We are literally funding the murder of our children," Hirsch said. "This is a dangerous moral and security distortion. A terrorist murderer knows he won't die in prison, but will exit to a good life with an inflated bank account. The time has come to cut off this money pipeline once and for all."

On the hostage issue, Sa'ar said the nation of Israel will never forget Hungary's role in the struggle to bring them home. However, he added, "The struggle has not yet ended. Hamas still holds 13 of our deceased hostages. This is a clear violation of the agreement. We know Hamas can return most of the deceased hostages easily. Hamas is delaying the return and bringing them back at a slow, calculated pace to postpone the second phase – its disarmament. Hamas behaves barbarically, abuses families who have waited for more than two years and only want to bring their sons to burial. Hamas must immediately return all those it holds."

During the meeting, Sa'ar gave Hungarian Foreign Minister Szijjártó a personal letter of thanks from former hostage Omri Miran, who also holds Hungarian citizenship. In the letter, Miran thanked the Hungarian government for its efforts to secure his release. Miran asked Foreign Minister Sa'ar to deliver the letter to Hungarian Prime Minister Viktor Orbán, President Tamás Sulyok, and Foreign Minister Szijjártó as recognition and gratitude for the Hungarian government's efforts toward his release.

This is the eighth meeting between Sa'ar and Szijjártó – Hungary has been very helpful to Israel in its struggle against European Union policies both toward the Palestinians and in calls for academic and commercial boycotts of Israel. Sa'ar was joined by the largest business delegation ever to travel from Israel to Hungary, with the goal of encouraging trade and economic relations between the countries.

In March 1996, amid the backdrop of the severe wave of terror attacks that the Hamas organization led against Israel, an international conference on combating terrorism convened in Sharm el-Sheikh, whose main sponsors were President Bill Clinton and Prime Minister Shimon Peres.

However, beyond a pompous concluding statement that forcefully condemned the acts of terror and called for international cooperation to eradicate this violent and grave threat to Israel's security and regional stability, the wave of Hamas terror renewed with all its might and cruelty, sowing murder and destruction in Israel. Thus, the dream of the meeting's architects to cultivate a more reconciled and terror-free regional environment solely through rhetorical and declarative means vanished in fire and smoke.

Nearly three decades since that stinging and resounding failure, it brings up from the abyss of oblivion and forgetfulness the pathetic and naive attempt by Britain and France in 1928 to outlaw the use of war through a toothless document and enforcement mechanisms (the Kellogg-Briand Pact).

Sharm el-Sheikh once again became the focus of mediation efforts, designed to end the fighting in Gaza and ensure, with the help of tools and mechanisms to be established later on, that the same violent and extremist Hamas would be removed and excluded from the centers of control, influence, and the military infrastructure it established. And this time, it would be done effectively and long-term, unlike the failed initiative of 1996.

Indeed, while the 1996 Sharm el-Sheikh conference featured colorful scenery but yielded no results, this time the quiet contacts held in Sharm el-Sheikh produced a dramatic agreement for a ceasefire and the release of all the hostages (Phase A of President Donald Trump's settlement plan), which was signed on October 9, 2025, between Israel and Hamas, brokered by the US, Egypt, Turkey, and Qatar.

The uniqueness of the agreement (even though it does not include agreements regarding all the patterns and details of the implementation of the next phases of the president's plan), which succeeded in bringing about a cessation of fire after two years of a difficult campaign, is rooted in the conduct and behavioral patterns of the American super-mediator, who demonstrated creative and resolute leadership, out-of-the-box thinking beyond traditional diplomatic frameworks, and a readiness to make optimal use, at the right time, of all the levers of pressure and influence at his disposal.

While the diplomatic virtuoso, Henry Kissinger, preferred to obscure or blur the final goal of his mediation efforts, and instead proceed using a slow and gradual method toward realizing his settlement vision, the 47th president Donald Trump presented the goal of ending the war (and not just achieving a ceasefire agreement) as his central objective from the outset.

Furthermore, in his diplomatic activity in the arena, the 47th president created a completely new model of a super-mediator, overshadowing even the legendary Henry Kissinger in his level of sophistication and originality. While the former US Secretary of State acted not only as an effective mediator but also as a factor that rewarded the parties during the mediation he led on the way to the interim agreement he achieved between Israel and Egypt in September 1975, Donald Trump demonstrated his full prowess last week by not settling for traditional and direct mediation, but by granting a package of incentives and perks to the sub-mediators.

Pressures on Hamas

He did not, therefore, limit himself to promising compensation (or issuing warnings, implied or explicit) to the warring parties themselves. This was to strengthen the motivation of these sub-mediators (mainly Turkey and Qatar) to exert heavy pressures on Hamas so that it would agree to soften its rigid positions.

Regarding Turkey, the American compensation appears particularly far-reaching. Recep Tayyip Erdoğan was promised the supply of F-35 aircraft, which he so coveted to receive, and he is slated to become a legitimate player in the agreement's implementation process.

Thus, the White House managed to create a two-layered web of heavy-weight levers of influence on Hamas. The cumulative weight of these levers made it hard for the terror organization, at the current time, to reject his plan. (Regarding Israel, Donald Trump directly applied these levers, but with a completely different dosage). This created the necessary infrastructure for the entire deal, in which carrots and sticks were integrated based on the business principle of "give and take" from Donald Trump's business background.

Hamas' dependence on Turkey

Although Qatar has long been known for dancing not only with the US but also with the devil, the fact that Doha had not succeeded in its mediation efforts until now (especially following the failed Israeli attack against senior Hamas officials in Qatar) is what led the president to his unprecedented decision to turn to Ankara, to shower Recep Tayyip Erdoğan with words of praise and flattery, and exploited the Hamas movement's great dependence on Turkey to turn it into a central executive contractor for his plan.

In this way, he also upgraded Turkey's security and political ties with Washington (in the hope that the price for strengthening Turkey and bringing it into the arena would not be too high for Israel, and that the American partner would provide Israel with appropriate security compensation for this).

Furthermore, in his activity as a super-mediator, Donald Trump revealed a deep understanding of the timing of his powerful entry onto the stage. The level of support for Israel around the world, and especially among the American public (including among the party's youth), has recently fallen to an unprecedented low (and also reflected on the status of the American superpower, Israel's loyal ally).

The fact that the Israeli action in Doha threatened to unravel the loose seams of the Abraham Accords and steer the Middle East down a path of chaos and instability, led the president to increase his activity. This was also in light of the growing criticism from wide sectors in Israeli society regarding what appeared to be a futile bogging down in the sands and alleys of Gaza.

Frustration in the White House

The growing frustration in the White House with Prime Minister Benjamin Netanyahu's promises of Hamas' total collapse, which did not materialize, and its sensitivity to the worsening condition of the hostages and the humanitarian distress in the strip, contributed to his decision that the time was ripe to throw his full weight into an increased effort to immediately bring about a cessation of the fighting (while also being ready to apply pressure on Israel not to resort to tactics of delay and postponement).

Thus, a window of opportunity was created by the president for the establishment of a ceasefire between Israel, isolated in the international arena and where growing signs of domestic fatigue and frustration are intensifying, and the terror organization, which has been significantly weakened and has lost most of its strongholds and centers of control. This was, of course, with the assistance of the sub-mediators, primarily Ankara, who mobilized for the mission of applying increased pressure on the terror organization.

If Europe was not mentioned at all in all the above, it is no coincidence. Apart from impractical plans that left no discernible mark, no trace remains of the unilateral and preposterous initiatives of French President (as of October 11) Emmanuel Macron, the European Union and the UN institutions. Is there a need for further proof of the leading status of the US as the sole superpower in the Donald Trump era, and the absolute marginality of Europe, which, apart from the background noise it created, contributed nothing to the advancement of the ceasefire?

And finally, the question of the Nobel Peace Prize, which was not awarded to the president on Friday. After the rumor already emerged from Oslo's halls that the win is contingent on a contribution to the establishment of a sustainable peace settlement, and not just the achievement of a ceasefire agreement, one can only hope and believe that if the process that Donald Trump created from scratch is indeed realized in practice and also leads to the expansion and upgrading of the Abraham Accords and the establishment of a new, more reconciled, and stable regional order, it will be difficult for the committee to object to his selection next year as the Nobel Peace Prize laureate.

Between diplomatic isolation and a final opportunity from the White House, Israel is seizing its last chance to shape a victorious end to the war in Gaza over Hamas. The challenges on the path to conquering Gaza City have not yet manifested on the ground as much as they have around the negotiation table. The IDF Chief of Staff Eyal Zamir has shown no interest in another campaign that would bring the IDF closer to a military government on the one hand, while the European Union has worked rapidly on resolutions expected to leave Israel economically bruised. The only support given to the diplomatic echelon, which nevertheless decided not to abandon the goal of toppling Hamas, was found in a no less important place, perhaps much more so – the Trump administration in the US.

US Secretary of State Marco Rubio reaffirmed the administration's commitments to Jerusalem just at the start of the week: the return of all the hostages and a future for the Gaza Strip, and more importantly for Israel – without Hamas. Yet, even while relying on Donald Trump, Benjamin Netanyahu is deeply concerned and cannot hide it. He is worried about diplomatic isolation and Israel becoming ostracized among Western nations. While his senior ministers are confident this is a linguistic slip of the tongue, his close associates say it is a recognition of the forecast. The proof of this is that the conference at the Ministry of Finance was not the first time Netanyahu spoke about Sparta. The previous evening, in a restricted security briefing with the security establishment's top leadership regarding the Gaza City campaign and its impact on the hostages, Netanyahu repeated the same chilling prediction to those present, word for word: We must be prepared to be self-reliant.

He learned this lesson during the Biden administration's tenure, when the previous administration imposed a brutal weapons embargo, masked in pleasant words, which endangered our fighters on the battlefield – no new deals and no munitions. Even then, in discussions with him, Netanyahu sounded concerned. Very concerned. Following the discovery of the empty inventories in the American warehouses in Israel on October 7 because of the war between Russia and Ukraine, Israel expanded its production lines and began working on ammunition manufacturing 24/7. So what is the source of the new chilling forecast? The threats heard from European nations which, as Netanyahu aptly described them, are subject to blackmail from Muslim immigrants at home. These accelerated the realization that also held a significant place in the Nagel Committee's conclusions – a move toward independent security production so that in the next war, we will not require approval for every shell our soldiers fire in the area.

Netanyahu's series of explanations immediately after his dark prophecy was intended not to create a situation of diplomatic isolation from thin air with the words of his mouth. He addressed this at a press conference he convened Tuesday evening, where he explained once again that he was only referring to the issue of security independence. According to Netanyahu, there is an impact on the stock market and the markets, and a late clarification is better than a prolonged silence, yet it is not possible to sugarcoat the coming political reality: The actions against us in the UN and the European Union could have crippling effects on Israel worldwide. With all due respect to the threat of a boycott at the Eurovision contest, this is more than just a singing competition in which Israel may or may not perform.

This is the reason why the campaign for Gaza City is the great gamble that Netanyahu took on the continuation of the war in light of Hamas' foot-dragging and insolent demands. At this stage, he could have gone out and explained that the credit for continuing the war has run out and that losses should be minimized, the hostages should be taken, and Hamas' demands should be met. But from a future perspective, such a compromise, had he succumbed to it, would have been a cause for regret for generations.

Hamas would have remained in place, and the civilians of the Gaza border communities would have remained in the crosshairs, and subsequently, the residents of all of Israel. Because cowardice in the region is perceived as weakness, and flight invites the next attack. The entry of the IDF into Gaza under the guidance of the diplomatic echelon will not be easy and is expected to last more than two months. This will also be the last major campaign in the Strip and it is intended to achieve what has not yet been achieved – Hamas' surrender to Israel's demands, the return of the hostages, and conditions for a conclusion that will ensure long-term security. To this end, Netanyahu will need to continue to juggle the diplomatic arena to prevent a scenario of complete isolation on the one hand and to provide a future of prosperity and security on the other by completing the military mission.

European Commission President Ursula von der Leyen announced Wednesday that the European Union is halting all financial assistance to Israel and is preparing a series of punitive measures against it in response to the ongoing war in Gaza.

According to von der Leyen's statement, delivered during her State of the Union address in the European Parliament in Strasbourg, the EU will suspend all financial support to the State of Israel, with the exception of funding directed to civil society organizations and for Yad Vashem, Israel's Holocaust memorial and research center.

Von der Leyen said she intends to push for a partial suspension of the Association Agreement, which grants Israel significant trade advantages with the EU. In addition, she plans to advance a ban on dealings with several ministers in Prime Minister Benjamin Netanyahu's government whom she labeled as extremists.

European Commission Executive Vice President Teresa Ribera has delivered the European Union's most severe denunciation of Israeli military operations since the Gaza War began, declaring that the devastation in Gaza "looks very much like genocide" while accusing Israeli forces of systematically targeting Palestinian civilians for extermination.

Speaking to Politico's Brussels Playbook on Thursday, Ribera stated, "What we are seeing is a concrete population being targeted, killed and condemned to starve to death. A concrete population is confined, with no homes being destroyed no food, water, or medicines being forbidden to access and subject to bombing and shooting even when they are trying to get humanitarian aid. Any humanity is absent, and no witness[es] are allowed."

The Spanish socialist leader concluded her unprecedented accusation by declaring, "If it is not genocide, it looks very much like the definition used to express its meaning," according to Politico. Israel Hayom hasn't yet received a response to its inquiry on the matter from the European Union.

This explosive condemnation followed Ribera's earlier assault on Israeli Prime Minister Benjamin Netanyahu's reported strategy to secure comprehensive authority over the Gaza Strip, which she branded an "unacceptable provocation" through social media channels.

"No excuses. The demands are simple and obvious: liberation of hostages, ceasefire, full access to humanitarian aid, full respect to human rights, transparency, and condemn of the horrifying use of violence and starvation," Ribera wrote on Bluesky on Tuesday.

During discussions with top-level security officials on Tuesday, Netanyahu reportedly endorsed broadening Israel's current military operations to secure authority over the entire territory, potentially endangering the lives of captives detained by Hamas. The gathering sought to complete preparations for a proposal to present before the entire cabinet within days.

Ribera represents Spain's governing Socialist party, whose members have consistently denounced Israel's conflict with Hamas and recently announced their support for Palestinian statehood. On July 30, she criticized Commission President Ursula von der Leyen and the College of Commissioners for their failure to confront Gaza's worsening humanitarian emergency, declaring that "history will not look the other way."

"We are in a race against time, with people dying of hunger," Ribera stated during the previous week. "Europe must react and consolidate itself as a political actor … And mobilize the principles that inspired the construction of the European project."

The comprehensive control proposal emerges following the Palestinian terrorist organization Hamas distributing footage on Saturday depicting severely emaciated Israeli hostage Evayatr David excavating what he described as his future burial site. Several days before, Hamas affiliate Palestinian Islamic Jihad similarly released recordings of hostage Rom Braslevski, displaying his emaciated condition and emotional distress. Western leadership condemned both recordings.

During Tuesday's media briefing, the European Commission reaffirmed its position rejecting "any attempts to change the territorial or demographic situation in Gaza." Spokesperson Anitta Hipper stated: "Our position is also clear here, that Gaza must be an integral part of the future Palestinian state."

"You don't understand what we're going through," a senior European leader told President Isaac Herzog. While Herzog was fighting to keep Israel in the EU's Horizon research and innovation program, the leader's complaints came off as tone-deaf, considering Israel is the one with dozens of hostages trapped in Gaza's tunnels. Yet even leaders like him - as well as those of Germany, Italy, Hungary, the Czech Republic, and others - whom Herzog, Netanyahu, and Gideon Sa'ar had recently engaged with, are under immense pressure.

Europe is being battered by a coordinated propaganda assault from Hamas, Qatar, the far-left, antisemitic currents within Europe, the United Nations, social media, and mainstream news outlets. These entities, either in concert or separately, have joined forces to portray Israel as a war criminal committing genocide in Gaza through starvation tactics. Against this tidal wave of hostility, Israel has largely gone silent. Last-minute backchannel efforts were made, but the public stage was ceded entirely to Israel's enemies.

This media onslaught quickly escalated into political action. Western leaders began announcing intentions to recognize a Palestinian state. Among them was French President Emmanuel Macron, politically weakened at home, who scored easy points at Israel's expense.

A more concrete threat came in the form of a proposed EU penalty for Israel, initiated by European Commission President Ursula von der Leyen, normally one of Israel's staunchest allies. The plan aimed to appease Israel's critics within the EU bureaucracy by excluding Israeli firms from future cyber tech projects. But in a rare success for Israeli diplomacy, a counteroffensive led by Italy and Germany torpedoed the proposal.

Still, the diplomatic conversations were far more strained than they were just weeks ago. Take German Chancellor Friedrich Merz, for example. He harshly confronted Netanyahu twice this past week. Just a month ago, as Israeli Air Force jets targeted Iran's nuclear infrastructure, Merz had praised Israel for "doing the world's dirty work." Now, he has reversed course, expressing "concern" over Israel's policies and announcing an airlift to Gaza.

"We want to work with your scientists," another senior European leader told his Israeli counterpart in one such call. Figures like Merz and von der Leyen understand both Europe's moral obligation to Israel and the immense value the EU derives from cooperation with Israeli tech and science. But under the political pressure generated by Hamas' narrative, even friendly politicians are being pushed into a corner. It turns out political opportunism transcends borders.

Merz's reversal is a direct result of the effectiveness of Hamas' campaign, while Israeli public diplomacy has been left to dry. Had Israel proactively communicated its side, employing the hostages to push back against the recognition of Palestinian statehood, and giving pro-Israel allies accurate information before hostile declarations were made, it might have blunted the damage or prevented it altogether.

Instead of praising The New York Times for a correction regarding a sick infant from Gaza, Israel should have revealed that the paper's photographers in Gaza are members of Hamas. Had it done so, perhaps President Donald Trump wouldn't have spoken on behalf of First Lady Melania Trump about "starvation in Gaza." But Israel has remained silent, and that silence begins at the top - Prime Minister Benjamin Netanyahu.

For reasons even his most loyal supporters struggle to comprehend, Netanyahu has deliberately weakened Israel's public diplomacy infrastructure. He has met with the National Public Diplomacy Directorate only once since the war began, on October 10, 2023. Since then, the very officials responsible for briefing all public diplomacy units on government messaging have been left in the dark. The prime minister simply hasn't communicated with them.

Similarly, Netanyahu has never consulted professional officials on strategic media moves. If he had, they likely would have advised against appearing on the "Nelk Boys" podcast, whose hosts later likened him to Adolf Hitler.

To those who have raised the issue with him, Netanyahu claimed that public diplomacy is unnecessary because "facts speak for themselves." This is a puzzling stance. While policy always plays a central role, Netanyahu of all people should understand the power of words. After all, he has long said that his political strength in the US stems from his recognizability and communication skills.

As for policy, a visit by US envoy Steve Witkoff in the next 24 hours is expected to clarify the next steps. A deal with Hamas remains contingent on Israel accepting the terrorist group's capitulation terms, something Netanyahu adamantly rejects. On the other hand, "siege" or "annexation" strategies could result in massive diplomatic fallout. What has unfolded with Europe this week is just a preview. Meanwhile, a swift military victory over Hamas appears increasingly unfeasible. The hostages, it seems, have become the terrorist group's ultimate insurance policy, some say a permanent one.

In a groundbreaking legal review, the European Union has determined that some trade and diplomatic privileges granted to Israel can be suspended without full consensus among all 27 member states. The review, conducted in preparation for an upcoming foreign ministers' meeting, found that a qualified majority of 17 countries representing at least 65% of the EU population could suffice to revoke benefits such as customs exemptions and simplified trade arrangements.

The revelation, obtained Thursday by Israel Hayom, comes amid growing diplomatic pressure on Israel over its military operations in Gaza. Foreign Minister Gideon Sa'ar has launched a diplomatic offensive to block potential punitive measures that several EU member states are pushing to adopt.

While a full suspension of the EU-Israel Association Agreement or specific sanctions over alleged human rights violations still requires unanimous consent, the legal opinion found that several key trade perks could be rolled back with only a qualified majority. These include Israel's participation in the EU's "Open Skies" agreement, certain scientific and technological partnerships, and visa facilitations, moves that could inflict unprecedented economic harm.

The urgency stems from a July 15 meeting of EU foreign ministers, where a report accusing Israel of violating human rights and breaching its agreements with the EU will be discussed. The report, which Israel contends is biased, was commissioned after Dutch Foreign Minister Hanke Bruins Slot and 17 other countries - among them Spain, Ireland, Slovenia, and France - urged an investigation into Israel's actions in Gaza.

Former Estonian Prime Minister and High Representative of the European Union for Foreign Affairs and Security Policy Kaja Kallas, has said the report aims to pressure Israel to allow more UN humanitarian aid into Gaza but has not ruled out the possibility of sanctions. EU officials noted that while Kallas is less hostile to Israel than her predecessor Josep Borrell, she faces mounting pressure from member states demanding a tougher stance.

As of now, unless changes occur due to the expanded humanitarian aid to Gaza, Kaja Kallas is expected to present a range of sanction options against Israel at the upcoming European Union meeting next Tuesday. The bad news for Israel is that the longstanding assumption that any decision against it requires unanimous approval from all 27 member states is no longer valid. Until now, significant EU decisions have required full consensus, and Hungary's support for Israel has prevented hostile resolutions from passing. However, some of the measures Kallas plans to propose would require only a qualified majority.

A recent review conducted by the European Union over the past month concluded that suspending the entire EU-Israel Association Agreement would still require full consensus among all member states. The same applies to specific sanctions for human rights violations, an arms embargo, and removing Israel from the Horizon research funding program and the Erasmus student exchange program.

However, the legal opinion has sparked serious concern: certain components of EU-Israel relations can be revoked with only a qualified majority. For instance, rescinding customs and tariff benefits currently enjoyed by Israel, an action that would cause unprecedented economic harm, would not require unanimous agreement. The same applies to the "Open Skies" aviation agreement, parts of the scientific and technological collaboration, and visa policy. In contrast, imposing an embargo on goods from Judea and Samaria would still require separate approval from each EU member state.

The Foreign Ministry's current diplomatic blitz appears to be yielding some results. Slovakia has reportedly pledged not to support sanctions, and Austria is also pulling back amid Germany's firm backing of Israel. On Thursday, Sa'ar met with the German and Austrian foreign ministers in Vienna, while Deputy Foreign Minister Sharren Haskel traveled to Italy to shore up support. Germany and Italy, along with Hungary and the Czech Republic, form a potential blocking bloc.

A last-minute reprieve came when the EU and Israel reached an agreement to increase humanitarian aid to Gaza, addressing concerns from countries like Spain and Ireland that had fueled the sanctions push.

"Israel will likely fend off this current attempt," an EU official said. "The council's upcoming recess buys Israel some time. But the precedents now set pose a serious risk down the line, making it easier for hostile countries to target Israel in the future."
