The Houthis in Yemen have entered a new stage in organizing and upgrading their military capabilities, according to Arab reports. The reports say the group has expanded its smuggling networks on an unprecedented scale to obtain weapons and sensitive equipment.

Sources in Yemen told the Emirati outlet Arm News that the Houthis have managed in recent months to close significant gaps in their weapons systems that were exposed during the war in Gaza and in their confrontation with Israel. According to those sources, this has been achieved through a complex network of weapons shipments from Iran, which now reach northern Yemen via newly established land and sea routes. The smuggling network includes pathways from East Africa and the Red Sea.

A Yemeni security official said new Western intelligence indicates that Iran has shifted in recent weeks to a more sophisticated pattern of arms smuggling to the Houthis, using global air routes.

One source said military transport aircraft from Belarus in Eastern Europe, belonging to the company Reda, were seen flying between Minsk and Tehran. The report added that they later landed in unidentified locations near the Red Sea. One of the aircraft took off from an airport in Eritrea before disappearing from radar. The source noted that an Iranian aircraft flew the same route on October 27 carrying military equipment.

The source explained that this is only the first stage of the smuggling process. After the shipment is offloaded, including at coastal points in Eritrea, it is transported to northern Yemen using small vessels that are difficult to track. Intelligence assessments indicate that these smuggling networks operate at high speed and receive assistance from Eritrean officials with close ties to Iran.

Another major route originates in Somalia. According to the report, there has been an increase in the use of Somali coastal areas as transit points for weapons bound for Yemen. As part of this activity, the Houthis are reportedly cooperating with a Somali militia known as Al-Shabaab.

In this context, a Yemeni source said small Iranian vessels unload part of their cargo on the coast near Puntland in Somalia, from where the shipments are smuggled into Yemen. Sources in Yemen and Sudan were quoted saying the port city of Port Sudan has also become a central hub for smuggling to Yemen in recent months. They said the development reflects growing involvement by Sudanese military units that maintain ties with Iranian elements.

A Yemen researcher told Arm News that senior Houthi officials visited a naval base north of Port Sudan in recent weeks. The goal was to establish an alternative logistical platform following tightened restrictions on previous smuggling routes. According to the report, Iran has supplied Sudanese army units with drones, and there is suspicion that some of them are dismantled and smuggled into Yemen in parts.

Haytham 'Ali Tabataba'i, the target of the assassination strike in the Hezbollah stronghold in Beirut on Sunday, is one of the most mysterious figures in Hezbollah. Following a chain of eliminations among the terror organization's senior leadership, he was considered one of the most prominent commanders. As of Sunday afternoon, it was still unclear if he had survived the Israeli strike.

The US government previously offered a $5 million reward for information on him. This commander headed the organization's special forces in Syria and Yemen. While in this role, he provided assistance to pro-Iranian militias and the Houthis.

Haytham 'Ali Tabataba'i was designated an international terrorist with a special classification as early as 2016. The US government's website stated, "Tabataba'i's actions in Syria and Yemen are part of a larger Hizballah effort to provide training, materiel, and personnel in support of its destabilizing regional activities."

In recently published footage from the funeral of the commander of the Aziz Unit in Beirut, a Hezbollah operative was seen whose face bore a resemblance to the identity of Tabataba'i. That same operative wore the emblem of the Radwan Elite Force.

Haytham Ali Tabatabai is described as "Hezbollah's chief of staff." During the war on the northern front, the previous commanders considered "chiefs of staff" โ€“ Fouad Shukr and Ibrahim Aqil โ€“ were assassinated. Another senior commander eliminated along with the organization's secretary general, Hassan Nasrallah, was Ali Karaki. Among the senior figures who have survived in the organization thus far is the current secretary general, Naim Qassem, a bland, charisma-less figure. Another senior official is Talal Hamiyah, who leads Unit 910. This unit is responsible for overseas terrorist activities, including attacks against Western targets. In addition to them, Mohammad Haydar, who is considered a "military advisor" in the terror organization and whose status also rose following the series of eliminations, can be mentioned.

"Contacts between Israel and Saudi Arabia regarding normalization have never ceased, though the process remains gradual and deliberate." This assessment comes from Dr. Nirit Ofir, a Middle East expert and lecturer at Reichman University.

Ofir understands the Saudis perhaps better than any other Israeli. She has facilitated numerous achievements, including bringing Israeli teams to Saudi Arabia's Dakar Rally in 2021, brokering various deals between Israeli and Saudi companies, and becoming the first Israeli to lecture at a public Saudi conference in September 2023, when normalization appeared imminent.

Here is another assessment: Within the coming year, likely before Israel's elections, substantial rapprochement between Israel and Saudi Arabia will occur โ€“ perhaps not full Abraham Accords membership, but at minimum a significant political-economic development. A senior US diplomat estimates and assures in conversation with Israel Hayom, "This isn't a matter of gambling [on it happening], it's geopolitics and economic interests โ€“ what should have happened long ago will occur shortly."

What drives Saudi interest? Crown Prince Mohammed bin Salman's Vision 2030 fulfillment integrates closely with business, technological, and security relationships with Israel. The vision incorporates technological development and advancement in which Israel already participates in areas including cyber defense, fintech, and additional sectors.

Furthermore, bin Salman, who favors mega-projects involving enormous monetary figures, strongly identifies with President Donald Trump's mega deal, the grand Middle East plan, and intends to integrate thoroughly into what should transpire here. The project focuses extensively on shortening commercial routes from the East, Indo-China to Europe, and potentially oil and gas pipelines en route. Regarding security, MBS seeks an agreement constituting a defense alliance with the US and through it with Israel, protecting his nation from Iran and its proxies, including the Houthis.

The security dimension was demonstrated conversely through Saudi assistance to Israel during the June war with Iran. As we revealed in our Israel Hayom report, Saudi military helicopters intercepted Iranian drones en route to Israel.

This represents exactly what Iran and its proxies, including Hamas, attempt to prevent. An intelligence-exposed document from Hamas leadership revealed this was one of Hamas' declared objectives in launching the October 7 massacre.

Among Hamas' (and Iran's) declared war objectives was torpedoing Saudi Arabia's Abraham Accords entry and normalization with Israel. This objective was essentially achieved while a Democratic administration unable to handle the situation's complexity.

Long and complicated, yet possible

With Donald Trump's re-entry as the Abraham Accords' architect into the White House, this possibility returned to consideration, though the road remains lengthy and complex. Recently, the American president reiterated hearing willingness and desire from senior Saudis to join the Abraham Accords. Trump characteristically adds, correctly, that Saudi entry will pave the way for additional Arab and Muslim nations.

Throughout 2023, direct contacts occurred between Saudi Arabia and Israel, including conversations between Prime Minister Netanyahu and Crown Prince Mohammed bin Salman. In September, contacts reached near maturation, and Netanyahu's UN General Assembly speech discussing the vision for the developing Middle East and building alliances was broadcast initially on Saudi television.

The war delayed the process, although beneath the surface contacts have been maintained and continue at multiple levels. The Saudis expressed shock at the massacre while, consistent with Middle Eastern Arab society sentiment, sharpened discourse toward Israel during the war, and their political process demands intensified. Trump's plan addresses this and removes obstacles to progress in this direction.

The car carrying US President Donald Trump is pictured between Saudi honor guards on horses carrying U.S. and Saudi flags, during a welcoming ceremony at the Royal Court in Riyadh, Saudi Arabia, May 13, 2025 (Saudi Press Agency/Reuters)

"The United Arab Emirates is Israel's genuine Arab friend, demonstrated during the most difficult time, wartime," a senior Israeli official maintaining contact with the Gulf country for many years tells us.

The official recalls that the sole international companies that continued flights to Israel throughout the war were Emirati ones, and the UAE's sharp condemnation of the October 7 massacre and Hamas generally. The UAE, alongside Saudi Arabia, maintain a firm position against Hamas, arguing that Gaza rehabilitation is impossible while it exists. Nevertheless, they finance numerous aid operations to Gazans, effectively since the war's beginning.

The Emiratis leveraged positive connections in Israel to introduce aid into displaced persons camps, establishing clinics and field hospitals. Now they constitute the dominant state in establishing humanitarian spaces in IDF-controlled territories, including constructing clinic buildings, schools, and electricity, water, and sewage infrastructure. They initiated and funded establishing a water pipeline from the Egyptian side to southern Strip residents.

The Iranian Foreign Minister shows Saudi Foreign Minister Prince Faisal bin Farhan Al Saud (R) greeting Iranian Foreign Minister Abbas Araghchi during their meeting in Jeddah, Saudi Arabia, 10 May 2025 (EPA/IRANIAN FOREIGN MINISTER)

Like the Saudis, they also perceive the promising business horizon in a peaceful Middle East recovering from wars, the enormous commercial potential for their ports on routes from the East to Europe, and the tremendous advantages of cooperation with Israel. For instance, the Dubai diamond exchange, established merely twenty years ago, became the world's largest with Israeli assistance.

The security dimension against the Iranian and Houthi threat also matters, and the war's end will bring genuine expansion of weapons and military technology agreements with Israel.

An important aspect involving both countries is the Palestinian de-radicalization process. In both nations, such processes occurred in educational systems, media, and cultural and political discourse. Educational programs from both are already implemented in temporary Strip schools, at minimum in IDF-controlled territories.

Satellite images show a new runway being built on a volcanic island in the Red Sea off the coast of Yemen, likely the latest project undertaken by allies of those opposing the Houthi rebels.

The runway on Zuqar Island adds another link in a growing network of naval and aerial bases in a key corridor for international shipping. The Houthis have already attacked more than 100 vessels in the area, sunk four ships, and killed at least nine sailors amid the ongoing war between Israel and the terrorist organization Hamas.

Such a base would allow military forces to conduct aerial surveillance over the Red Sea, the Gulf of Aden, and the strategic Bab el-Mandeb Strait, which connects the two waterways between East Africa and the Arabian Peninsula.

Still, it remains unclear whether the runway is intended for military operations. The United Arab Emirates, which has previously built runways in the region, did not respond to requests for comment. Nor did the anti-Houthi Yemeni factions, who remain divided by competing interests and have been unable to mount a coordinated offensive against the rebels, even after intense Israeli and US bombing campaigns targeting Houthi positions.

A ship attacked by the Houthis

In recent months, anti-Houthi forces have succeeded in intercepting another shipment of weapons bound for the rebels, an operation that a presence on Zuqar Island could further support.

Satellite images from Planet Labs PBC analyzed by AP show construction of a nearly 2,000-meter-long runway on Zuqar Island, located about 90 kilometers (56 miles) southeast of Hodeidah, a major port city controlled by the Houthis.

The photos indicate that construction began in April with the building of a pier, followed by ground clearing along the runway site. By late August, what appears to be asphalt had been laid across the airstrip. Images from October show the work continuing, with runway markings painted in mid-month.

No party has publicly claimed responsibility for the construction. However, ship-tracking data analyzed by AP shows that a bulk carrier named Albatssa, sailing under the Togolese flag and registered to a Dubai-based shipping company, spent nearly a week docked at the new pier on Zuqar Island after arriving from Berbera in Somaliland, a DP World port site. DP World declined to comment.

The Dubai-based shipping company Saif Shipping and Marine Services confirmed that it had received an order to supply asphalt to the islandโ€”presumably for the runwayโ€”on behalf of other companies also based in the UAE. Other Emirati shipping firms have been linked to previous runway construction projects in Yemen, which were later connected to the UAE.

The Houthi terrorist organization officially announced Thursday that its military chief of staff, Muhammad Abd al-Karim al-Ghamari, has died.

During the war, Israel attempted twice to eliminate the Houthi chief of staff. In the first strike, which targeted Sana'a, he was wounded but survived. The second strike hit a meeting site linked to the Houthi government, which al-Ghamari was believed to have attended. In the days following the attack, the Houthis issued written statements in the name of their chief of staff in an apparent effort to create the impression that he was still alive. Now, the Yemeni terrorist organization has confirmed his death.

Muhammad Abd al-Karim al-Ghamari

Al-Ghamari was regarded as one of the Houthis most senior military figures, rising to prominence during the terrorist organization's campaign to seize Saada Province and the Yemeni capital Sana'a between 2013 and 2014.

According to Arab sources, al-Ghamari was considered the second most powerful figure in the Houthi hierarchy. He received training from Iran's Islamic Revolutionary Guard Corps and had longstanding ties with the Quds Force and its then-commander, Qassem Soleimani. Reports indicate that some of al-Ghamari's training took place inside Iran, where he was instructed in the development of ballistic missile systems.

He came under the regional spotlight after assuming the position of chief of staff of the Houthi armed forces, and was placed on Arab states' most-wanted lists in 2017. Since the outbreak of the war in Gaza nearly two years ago, al-Ghamari has been seen as one of the key figures behind Houthi attacks on ships in the Red Sea, as well as drone and ballistic missile launches targeting Israel.

Al-Ghamari was not only a military commander but also seen as an ideological figure within Ansar Allah, the group's official name. In 2003, he studied at one of the centers established by the group's former leader, Hussein Badreddin al-Houthi, who was later killed. During the Yemeni civil war, al-Ghamari became a close associate of the group's current leader, Abdul-Malik al-Houthi.

The start of the Gaza ceasefire marks a turning point for Israel's security establishment. With guns largely silent in the south, Israeli defense officials are now redirecting their attention toward Iran and Yemen, where growing threats are expected to dominate Israel's national agenda in the coming weeks. While Gaza remains a concern, particularly the potential implementation of Phase B of the "Trump Deal", a full return to fighting there appears unlikely for now, partly due to assurances US President Donald Trump reportedly gave Qatar and Turkey guaranteeing the continuation of the truce.

A collision course with Iran

Israel and the Islamic Republic of Iran appear to be on a path toward renewed confrontation. Tehran's ongoing buildup of ballistic missiles and drones, along with growing suspicions that it intends to restore its nuclear capabilities, have raised serious concern in Jerusalem. Satellite images have revealed what analysts believe could be preparations for a new uranium enrichment facility south of Natanz.

These developments, combined with stalled nuclear negotiations between Iran and the US, tensions with Europe over the reimposition of sanctions under the "snapback" mechanism, and Iran's fear of another Israeli strike, the risk of escalation only grows. With the Gaza campaign now over, Israeli decision-makers are free to focus on the Iranian threat.

Israel's defense leadership now faces a difficult choice: whether to resume military action, likely under less favorable conditions than in the recent "Lion's Roar" operationโ€”or to opt for "containment," which would effectively allow Iran to rebuild its capabilities. This dilemma comes amid widespread skepticism that Washington and Tehran will reach any new nuclear agreement.

The Houthi threat persists

Yemen also remains a major source of concern. Senior officials in the Iranian-backed Houthi movement have made clear that the "Houthi genie," unleashed during Israel's "Iron Swords" campaign, cannot be forced back into the bottle. The Houthis now see themselves not only as defenders of the Palestinians in Gaza but of the entire Iranian-led axis.

The Houthis hoist the PLO flag and weapons in Yemen. Photo: EPA

Houthi leaders have warned that they will target Israel not only if it violates the cease-fire but even if it continues airstrikes in Lebanon against Hezbollah positions. Despite Israel's successful strikes on Yemen's economy, power grid, and maritime infrastructure, and the elimination of most members of Houthi government, Jerusalem has yet to establish an effective deterrent that would stop Houthi attacks on Israel or vessels passing through the Bab el-Mandeb Strait.

A glimmer of diplomatic hope

Nonetheless, progress on the diplomatic front could help Israel navigate these challenges. Advancements in the Israeli-Palestinian political process, improved international standing, and deeper normalization with Arab states could strengthen Israel's position, both by applying pressure on Iran and by building a regional coalition, led by the Gulf states, to counter the Houthi threat from Yemen.

Either way, Israel faces a challenging period ahead, even without factoring in the ongoing instability in Lebanon and Syria.

The Israeli Air Force has deployed additional aircraft to the Eilat area capable of both intercepting and detecting drones, reinforcing the city's defenses following a series of recent drone strikes from Yemen.

Maj. Gen. Tomer Bar, commander of the Israeli Air Force, ordered aircraft to be stationed in the Eilat and southern regions to ensure a rapid response to hostile drones launched toward the area.

Drone strikes near Mall Hayam in Eilat None

An Air Force inquiry found that both detection and interception capabilities around Eilat must be strengthened. Additional systems will be deployed to protect the city, including fighter jets and attack helicopters. The Home Front Command's defense guidelines for Eilat and the Arava have not changed.

According to the preliminary investigation, the drone was detected relatively late, though Home Front Command alerts were issued as required under current policy. Iron Dome batteries attempted to intercept the aircraft, but the attempts failed. The cause of the malfunction has since been identified and corrected.

Dozens of Israeli Air Force aircraft and fighter jets struck targets in the Sanaa area of Yemen on Thursday, guided by Military Intelligence. The strikes hit sites belonging to the security and intelligence apparatus and the military of the Houthi terrorist regime.

Among the targets attacked were the Houthis' General Staff command center, security and intelligence compounds of the regime, the headquarters of the Houthis' military propaganda department, and camps where weapons and fighters were identified in the Sanaa area.

The strikes were carried out in response to attacks by the Houthi terrorist regime against Israel, including the launch of drones and surface-to-surface missiles toward Israeli territory.

Pro-Iranian media outlets reported that the Houthis activated their air defense systems against the strikes in northern Sanaa.

The airstrike was carried out as part of Operation Looking From Above, aimed at maintaining the naval and aerial blockade on the Houthis. Defense Minister Israel Katz said the Houthi terrorist group "will continue to take blows and pay painful prices for every attempt to attack Israel."

Houthi spokesman Yahya Saree said their air defenses were activated against Israeli fighter jets. The Saudi-owned Al-Hadath news channel reported that the Israeli Air Force conducted 12 strikes on three docks at the Hodeidah port.

Earlier in the day, IDF Arabic-language spokesman Lt. Col. Avichay Adraee issued a warning urging civilians and ships to leave the port area. "The IDF will strike in the coming hours at the location marked on the map due to the Houthi regime's military activity there. For your safety, we call on all those present at the port of Hodeidah and all ships docked there to evacuate immediately. Anyone who remains in the area is endangering their lives," Adraee said.

In the heart of Sanaa, the Yemeni capital, and in an additional area east of the city, the IDF carried out Operation Ringing Bells on Wednesday. As part of the operation, the Israeli Air Force struck deep inside Yemen, targeting Houthi military sites.

The Houthis confirmed that Israeli fighter jets carried out a series of strikes on Sanaa. The group said its air defense systems were activated in response.

According to the IDF Spokesperson's Unit, the strikes targeted Houthi military facilities in both Sanaa and al-Jawf. The targets included military camps housing armed operatives, the Houthis' military propaganda division, and a fuel storage facility used to support their operations.

The IDF noted that the strikes came in response to repeated drone launches toward Israel over the past week, including one that struck Ramon Airport's passenger terminal.

The IDF added that the Houthis' propaganda headquarters that was destroyed in the strikes had been used to spread incitement and distribute speeches by the group's leader, Abdul Malik al-Houthi, and spokesman Yahya Sarea. The targeted military camps, the statement said, were used to plan and execute terrorist operations against Israel and included command and intelligence centers.
