Tensions between nuclear-armed neighbors India and Pakistan flared again overnight, with the Pakistani military announcing early Wednesday that India had fired missiles into Pakistani-administered Kashmir. According to the statement, at least three sites near the city of Muzaffarabad were struck by missiles fired from India proper.

In New Delhi, the Indian military confirmed it had launched a campaign dubbed "Operation Sindoor," stating its forces had targeted nine locations within Pakistan. "We acted in a measured and calculated manner to prevent escalation," the Indian government said in a statement. Indian officials further asserted that no Pakistani military bases were targeted in the strikes.

India's military released a statement claiming that the attacks were "precision strikes" against terrorist training camps located inside Pakistan.

Pakistan's armed forces have promised a response to the Indian attack, which comes after weeks of rising tensions following a terrorist attack on Indian soil. A message posted on the Indian military's X social media account read: "Justice has been served."

Eyewitnesses told Reuters that loud explosions were heard in the mountainous regions of northern Pakistan, and air raid sirens were activated in Muzaffarabad. Additional footage circulating on social media showed plumes of smoke rising from a built-up area within Pakistan.

Police in Indian-controlled Kashmir said Saturday that 21 people were arrested for disturbing public order by expressing solidarity with Palestinians and holding protests against Israel's military offensive against Hamas in Gaza.

Police said in a statement they were keeping a "close watch on elements who are attempting to leverage the unfortunate situation in Palestine to disturb public peace and order" in Kashmir. The statement said police were "sensitive to public anguish" but wouldn't allow those sentiments to "trigger violence, lawlessness and disorder."

Kashmiris have long shown strong solidarity with Palestinians and have often staged anti-Israel protests when fighting broke out in Gaza.

Some of the arrested could be soon released after "counseling and assurances from their parents that they would desist from such acts in future," police inspector-general Vijay Kumar told reporters.

Israeli security services are working with their Indian counterparts to prevent an attack in the country during the Jewish holidays and especially on Yom Kippur, which begins Tuesday evening, Israel's Channel 12 reported this weekend.

The Israeli Embassy, Chabad institutions, Jewish schools, restaurants, and hotels are on high alert.

According to a report on The Times of India website on Sept. 26, intelligence agencies warned that a terror plot by al-Qaida and cells affiliated with the Islamic State group were planning attacks on Jewish and Israeli targets during the Jewish holiday season.

The intelligence pointed to a possible attack on the Israeli Embassy in New Delhi, as well as sites frequented by Israeli tourists.

Sources said the terror groups are motivated to attack after Israel supported India in its abrogation of Article 370 of the Indian Constitution, which gave special status to the region of Jammu and Kashmir.

The Counterterrorism Bureau at the Prime Minister's Office issued a travel advisory on Saturday warning Israelis against traveling to India's Kashmir region and urging Israeli tourists already there to leave the area immediately.

Israel's warning follows a similar warning by the Jammu and Kashmir local government regarding the Kashmir valley, and a call for foreign tourists to leave the area immediately.

The CTB cited "high-level concrete threats" as the reason for its advisory.

Even before the new travel advisory, Israel has long warned its citizens to avoid the region due to terrorist threats and military tensions between India and Pakistan.

A government order in Indian-administered Kashmir on Friday asked tourists and Hindu pilgrims visiting the Kashmir valley "to curtail their stay" in the disputed territory, citing security concerns and intensifying tensions following India's announcement that it was sending more troops to the region.

Kashmir's home secretary, Shaleen Kabra, said that pilgrims and tourists should "curtail their stay in the [Kashmir] valley immediately and take necessary measures to return as soon as possible."

Islamic State claimed for the first time that it has established a "province" in India, after a clash between militants and security forces in the contested Kashmir region killed a militant with alleged ties to the group.

Late on Friday, ISIS's Amaq News Agency announced that the new province, which it called "Wilayah of Hind," also claimed ISIS inflicted casualties on soldiers of the Indian army in the town of Amshipora in the Shopian district of Kashmir.

The ISIS statement corresponds with an Indian police statement on Friday that a militant called Ishfaq Ahmad Sofi was killed in an encounter in Shopian.

ISIS's statement establishing the new province appears to be designed to bolster its standing after the group was driven from its self-styled "caliphate" in Iraq and Syria in April, where at one point it controlled thousands of miles of territory.

ISIS has stepped up hit-and-run raids and suicide attacks, including taking responsibility for the Easter Sunday bombing in Sri Lanka that killed at least 253 people.

"The establishment of a 'province' in a region where it has nothing resembling actual governance is absurd, but it should not be written off," said Rita Katz, director of the SITE Intel Group that tracks Islamic extremists.

"The world may roll its eyes at these developments, but to jihadists in these vulnerable regions, these are significant gestures to help lay the groundwork in rebuilding the map of the ISIS 'caliphate.'"

Sofi had been involved in several militant groups in Kashmir for more than a decade before pledging allegiance to Islamic State, according to a military official on Saturday and in an interview given by Sofi to a Srinagar-based magazine sympathetic to ISIS.

He was suspected of several grenade attacks on security forces in the region, police and military sources said.

"It was a clean operation and no collateral damage took place during the exchange of fire," a police spokesman said of Friday's encounter.

The military official said it was possible that Sofi had been the only militant left in Kashmir associated with ISIS.

For decades separatists have fought against Indian rule in Muslim-majority Kashmir. The majority of these groups want, who use armed conflict to achieve their goals do so to gain independence or to join India's arch-rival Pakistan. They have not, like Islamic State, sought to establish an empire across the Muslim world.

The nuclear powers of India and Pakistan have fought two wars over Kashmir and came to the brink of a third earlier this year after a suicide attack by a Pakistan-based militant group killed at least 40 paramilitary police in the Indian-controlled portion of the region.

A spokesman for India's home ministry, which is responsible for security in Kashmir, did not respond to a request for comment.

Indian security forces on Monday killed two suspected organizers of a deadly suicide bombing in the disputed region of Kashmir that has fuelled tension between nuclear-armed India and Pakistan, police said.

The suicide bomb attack on a paramilitary police convoy in Indian-controlled Kashmir last Thursday killed at least 40 men, the deadliest single attack on Indian forces in 30 years of insurgency in the Muslim-majority region.

The Pakistan-based militant group Jaish-e-Mohammad (JeM) claimed responsibility for the attack. India accuses Pakistan for harboring the group. Pakistan denies that.

Indian Prime Minister Narendra Modi, facing an election that must be held by May, is under domestic pressure for decisive action against Pakistan.

Modi has promised a strong response and says he has given the military a free hand to tackle cross-border militancy.

The two suspected masterminds of the bomb attack killed in a clash on Monday were both Pakistani nationals and members of JeM, police said in a statement.

"The encounter is still in progress and the security forces are on the job," police said.

Four Indian soldiers and a civilian were also killed during the fighting, police said. Security force sources told Reuters one of the dead militants had been identified as Abdul Rashid Gazi, who went by the alias Kamran Bhai.

Indian troops had earlier cordoned off Pinglan village in Kashmir's Pulwama district, where the attack took place on Thursday.

An indefinite curfew has been imposed and police have asked people to stay indoors.

Mohammad Yunis, a journalist in Pulwama, said troops were searching the village and civilians trapped in houses were being evacuated.

On Sunday, police said Indian forces had detained 23 men suspected of links to the militants who carried out the Thursday bombing.

Kashmir is at the heart of decades of hostility between India and Pakistan. They both claim it in full but rule it in part.

India withdrew trade privileges offered to Pakistan after the bomb attack and has warned of further action.

The United States had told India it supported its right to defend itself against cross-border attacks, India said on Saturday.

With tension mounting, Pakistan withdrew its envoy to India for consultations, a spokesman for Pakistan's foreign ministry said on Twitter on Monday.

The Thursday bomb attack has sparked outrage in India with calls for revenge circulating on social media, and rising animosity towards Kashmiri Muslims in other parts of the Hindu-majority country, to the alarm of rights groups.

"We are at a dangerous moment, and authorities must do everything they can to uphold the rule of law," said Aakar Patel, head of Amnesty India.

"Ordinary Kashmiris across India who are only seeking to improve their lives should not be singled out for violence simply because of where they come from."

The All India Cine Workers Association called for a "total ban" on Pakistanis working in India's film industry, though they have been largely blacklisted from Bollywood since a similar attack in Kashmir in 2016 in which 19 soldiers died.

The Confederation of All India Traders called for a nationwide strike to protest against the attack, and footage from Reuters partner ANI showed shuttered shops in several states on Monday.
