Prime Minister Benjamin Netanyahu announced Saturday that Minister of Defense Yoav Gallant, whom he had previously fired in a dispute over judicial reforms, would remain in office.

In a Hebrew press conference that began shortly after 8:25 p.m. local time, Netanyahu further pledged to bring justice to those who have attacked Israelis in recent days and to reach a broad consensus on judicial reform, which has caused much domestic upheaval in the past few months.

Netanyahu began his remarks with condolences for the British Israeli Dee family. Earlier in the day, Lucy Dee, 48, died from wounds sustained during a terrorist attack that killed her daughters Maia, 20, and Rina, 15.

"May God avenge their blood," he said.

On the security front, the prime minister criticized the previous government, saying terrorist attacks doubled under its tenure. He also blamed the Israel-Lebanon gas deal and threats from Israeli soldiers not to serve for the recent wave of terror attacks.

"Our enemies saw the calls for refusal as weakness," he said of the latter. However, he continued, "this is my responsibility" and "I act with responsibility."

Netanyahu added that his government brought about the decade with the least number of terror attacks in Israeli history and pledged to restore peace and quiet. "I can't tell you all that we are doing, but we are doing a lot," he said.

If there are further attacks from Syria, the country and its President Bashar Assad will pay "a very heavy price," said Netanyahu, adding that Israel will not allow Hamas to entrench itself in Lebanon. Hamas received the message from Israel in Gaza, according to Netanyahu, who promised that, if they wish it, Israel's enemies will meet the "full power" of the Israel Defense Forces.

Netanyahu said he stands with Gallant, despite their past differences, which he admitted have been significant. "I decided to put differences aside," he said.

Collaboration on security issues

In response to questions from reporters, Netanyahu said Israel must reach "a wide agreement" on judicial reforms.

"There will not be a halachic state," he promised. He also pledged to protect minorities, including haredim, and said that a new National Guard "will not be the militia of anyone," a reference to National Security Minister Itamar Ben-Gvir.

Netanyahu added that, despite polls suggesting a major drop in support for him and his party, the government will remain in power for four years. He also slammed the former government for forming a coalition with "the Muslim Brotherhood" – a reference to the Arab Ra'am Party – which the prime minister said had made it unable to fight terror.

Despite recent criticism from US President Joe Biden, Netanyahu said relations with Washington are good, and there is collaboration "at this time" on security issues. He added that what world leaders have said to him behind the scenes is "completely different" from their public criticism of Israel.

In response to an English-language question about signs at protests that directed obscenities at Biden, Netanyahu said he condemned such slogans. "You don't curse the American president," he said.

He added that Israel can say "no" to Washington when necessary, though the United States is an "indispensable ally."

In response to a question referring to recently revealed US intelligence documents, Netanyahu said that Israel is not sending offensive weapons to Ukraine. He added of Israel playing a possible role in ending the Russia-Ukraine war, and "if I can contribute to that, I will."

Prime Minister Benjamin Netanyahu was in breach of a Supreme Court ruling and his conflict-of-interest agreement when he announced Thursday he "was getting involved in order to reach a solution for the judicial reform crisis," Attorney-General Gali Baharav-Miara wrote in an open letter to Netanyahu Friday.

"Your statement last night and any action that will be taken on this matter is illegal and tainted by a conflict of interest," the letter read. "The legal situation is clear: You must refrain from any involvement in initiatives to change the judiciary, including the makeup of the committee for the appointment of judges, as such activity is a conflict of interest."

Netanyahu said in a televised address on Thursday that he was determined to proceed with judicial reforms amid unprecedented nationwide protests against the government's plan.

The Likud leader's comments came at the end of another day of mass protests across the country, some violent. The protests have escalated since the start of the year when Netanyahu's right-wing government introduced new legislation that would curb the authority of the Supreme Court.

The plan has stirred concern for Israel's democratic health at home and abroad. Military reservists have joined the protests and senior officials in the Finance Ministry warned this week of an economic backlash.

Defense Minister Yoav Gallant canceled a press conference Thursday after reportedly planning to publicly call on the government to halt the highly-disputed judicial reform, in a move that would have heralded a split in the right-wing Coalition. Gallant canceled his planned statement after being summoned by  Netanyahu.

The defense minister expressed concern over some soldiers' and reservists' refusal to serve in wake of the legislation as well as external threats against Israel he said were getting stronger as Israel was perceived as divided and weak.

In a press conference of his own later, Netanyahu said, "I met with Gallant, I heard his fears regarding national security. Yet I must also say reiterate, there is no place for refusing military service because it risks the personal safety of all of us. There is no justification for refusing the serve."

Netanyahu is said to have asked Gallant for more time. The foreign minister, in turn, replied that he trusted Netanyahu and would try to calm the winds.

Nevertheless, Gallant's associates said that if nothing changed, he might go through with his planned statement.

One sentence has dominated talks between Benjamin Netanyahu and his associates, a sort of mantra that reflects the prime minister's mindset in recent years, especially since returning to power.

"Everything is reversible," Netanyahu often tells his associates – his trial, governance, and legislation. "Everything is reversible except for one thing – if Iran goes nuclear, that is the end of us."

Netanyahu's main focus is on the Iranian nuclear threat and the recent distancing of Saudi Arabia and is only occasionally interrupted by domestic problems. He loses his image as a great statesman when he is drawn into the affairs of the Knesset.

He must constantly be engaged to protect the coalition against threats by the ultra-Orthodox members, National Security Minister Itamar Ben-Gvir's frequent disappointments as well as the tensions surrounding Justice Minister Yariv Levin's push to advance the judicial reform.

There is consensus among Likud lawmakers that were it up to Netanyahu, he would have long repealed or adjusted the legislation. But he is a prisoner of the Coalition members who threaten to exit unless he backs them.

President Isaac Herzog's proposed outline for compromise, which leaned to the Left at the last moment, greatly helped the supporters of the reform in the Likud fall in line. Not even Yuli Edelstein, Danny Danon, and David Bitan, who have expressed support for talks with the Opposition, stood behind the president.

The ultra-Orthodox factions became the driving force behind the reform. Netanyahu delayed his flight to Berlin Wednesday not to discuss the president's plan, but to try and remove the override clause or at least adjust it.

He tried to offer the Haredi lawmakers an override clause with a majority of 65 MKs, a proposal they turned down. The real negotiations took place not between Netanyahu and Herzog (who has become irrelevant), but between Netanyahu and his Coalition partners who threaten his political survival.

And yet, Netanyahu still finds time to travel to Europe to meet with its leaders. The official reason is to create a broad coalition in support of Israel come the day a response to Iran is required, although the prime minister should have first and foremost sought such help from the United States and United Aram Emirates, who are much more relevant in this matter than EU nations.

But Abu Dhabi withdrew such an invitation because of Ben-Gvir's visit to the Temple Mount and Washington is waiting to see what happens with the judicial reform.

A good adviser would have told Netanyahu to postpone the visits or make them as short as possible in order to deal with the internal crisis in Israel. But state visits seem to have become the normal recommendation, as it was during the premiership of Naftali Bennett: to travel far and enjoy the luxuries abroad while ignoring the chaos back home.

History shows that distancing oneself and lack of internal management may work against Netanyahu, as it did against Bennett, who did not recognize in time that his Coalition was coming apart at the seams, or in Netanyahu's case – the fabric of society.

Sometimes, it seems that no one in the prime minister's entourage is willing to explain to him what price he might eventually pay, not for leading the judicial reform, but for how the Coalition has conducted itself so far. It might undermine the future of the government and Netanyahu's ability to achieve goals in the international arena.

Prime Minister Benjamin Netanyahu addressed the nation in a live television broadcast on Friday afternoon, thanking the people of Israel for "standing strong" during the 11 days of Operation Guardian of the Walls against Hamas' terrorist infrastructure in the Gaza Strip.

The stalwartness of the Israeli people allowed us to achieve our goals with "unprecedented success," Netanyahu said.

The prime minister expressed his condolences to the families of the Israelis killed by Hamas fire during the operation and wished all the wounded a full and speedy recovery.

Netanyahu went on to thank the Shin Bet security agency, Defense Minister Benny Gantz, IDF Chief of Staff Lt. Gen. Aviv Kochavi, head of the National Security Agency Meir Ben-Shabbat, as well as IDF soldiers and pilots, intelligence operatives, the Border Police, all first responders, and medical staff for their part in the operation, as well as Foreign Minister Gabi Ashkenazi and other officials involved in public diplomacy efforts.

"We struck at most of Hamas' capabilities," Netanyahu said.

The prime minister said that the only thing that directed him in making decisions was to ensure the security of Israel.

"When we launched the operation, I defined the main goal as striking a major blow to Hamas. The public doesn't know everything we did. I can say we did daring things, without getting into needless adventures," Netanyahu said.

Netanyahu noted that if he had deemed a ground operation necessary, the government would have opted for it, but as it was, it was able to decide on safer options.

"Most citizens see that we operated with determination and … prevented needless loss of human lives. We did the maximum damage to Hamas, with minimum risk to soldiers," he said.

Earlier Friday, , IDF Spokesman Brig. Gen. Hidai Zilberman listed Israel's military achievements in the 11 days of Operation Guardian of the Walls.

Israeli forces destroyed some 100 km. (62 miles) of Hamas' "Metro" network of tunnels in the Gaza Strip, Zilberman reported.

Speaking hours after an Egyptian-brokered ceasefire took effect, Zilberman reported that some 200 Hamas operatives, including 25 high-ranking members, had been targeted and killed in IDF strikes.

Israeli forces also demolished some 340 rocket launching devices and 70 multiple rocket launchers with four to 18 barrels, as well as 35 assets used to launch mortars.

IDF strikes – executed through combined air, artillery, and naval operations – destroyed 10 of Hamas' government offices, 11 premises of its internal security forces, and five banks used by Hamas.

Israel also targeted and destroyed "dozens" of training camps and outposts, command and control center, and nine high-rise buildings that housed infrastructure used by Hamas, Zilberman added.

IDF strikes eliminated dozens of attack tunnels and openings designed to allow Hamas operatives to attack Israeli forces, such as shafts, openings, and structures; and several dozen anti-tank targets, as well as seven drones and UAVs, and two unspecified "maritime threats."

Zilberman also said that two attempts by Hamas operatives to deploy drone-operated parachutes had been thwarted, and said that Israel had damaged Hamas' manufacturing and development capabilities by targeted strikes on key R&D personnel and its manufacturing workshops and weapons and cyber research centers.

As for the performance of Israel's Iron Dome, Zilberman said that over the course of the operation, the system had intercepted 90% of incoming rockets deemed to pose a threat to populated areas.

Netanyahu touched on the need to provide more fortification for the city of Ashkelon, which was the target of some 1,000 rockets during the operation. He also proposed tax benefits for residents of areas under frequent rocket threat.

"We stood up to the pressure," Netanyahu said. "Thank god, Israel is stronger than ever − flourishing."

Defense Minister Benny Gantz, speaking after Netanyahu, said: "Citizens of Israel, this campaign is over, but not finished. We accomplished all the operational objectives we set for ourselves. We exacted a heavy price from Hamas. We set its capabilities back years. First and foremost, we destroyed its underground network, we eliminated terrorist activists, very senior ones among them; we were able to foil Hamas' plans to carry out infiltration attacks, launch drones and more.

"Hamas was taken by surprise. It deeply regrets what it has done. But their surprise is not ours. We came prepared for this fight."

The enemy encountered an Israeli home front stronger than steel. Citizens of Israel, you are the victory image."

Now was the time for diplomacy, the defense minister said.

"At this stage, the military phase is completed and now is the time for diplomacy. On the ruins of the homes of senior Hamas leaders and the over 100 kilometers of terror tunnels, it is incumbent on us to build a different reality. Diplomacy does not mean lightning deals, rather putting in motion long-term initiatives that will weaken the extremists and strengthen and bring the moderates together. I've spoken with the leaders of the moderate Arab states; we have an opportunity for change," he said.

"We cannot miss, cannot hesitate, and must not close the door that has opened. If we don't take quick and correct diplomatic action, Operation Guardian of the Walls will go down as just another round on the way to the next operation," Gantz added.

IDF Chief of Staff Lt. Gen. Aviv Kochavi also issued a statement, saying that "Hamas made a terrible mistake by firing rockets at the State of Israel. It didn't read us correctly and encountered an offensive might and defensive systems that it wasn't aware of or expected.

"The damage to Hamas and Palestinian Islamic Jihad is significant and is characterized by three things: a fast rate of attack, quality targets and extreme precision. It will also take the enemy a long time to understand the scope and immensity of the damage it has sustained.

"With that, we expended tremendous effort not to harm non-combatants, among which the terror armies of Hamas and Islamic Jihad hide – in the most congested place on the planet."

In a round of meetings Prime Minister Benjamin Netanyahu has held with members of the right-wing bloc these past few days, various possibilities for forming a right-wing government were raised.

Among other options, party leaders discussed the need to find a creative solution to National Religious party leader Bezalel Smotrich's opposition to joining a government that would be dependent on Ra'am and the need to pressure members of New Hope and other parties in an attempt to persuade them to detach themselves from those lists and join a Netanyahu government.

But Israel Hayom has learned that another idea was floated as a sort of "last resort." Although Netanyahu said during the campaign that he would not agree to serve as prime minister in a rotation, he might be forced to agree to a rotation with Yamina leader Naftali Bennett, who would take the first turn as prime minister, with Netanyahu in the role of alternate prime minister. This position is allowed under a law that was changed to bring Benny Gantz into the current government as alternate prime minister.

Political officials have reportedly run this scenario by New Hope leader Gideon Sa'ar, who has agreed to enter a government under that format, without Netanyahu as prime minister.

A few conditions would have to be met for this option to be implemented. First, Netanyahu has refused to a two-year rotation, and as of Friday it was still unclear for what period of time he would be willing to see Bennett serve as prime minister. However, the very fact that Netanyahu is willing to consider any rotation is a major change.

Second, Netanyahu's Likud party would demand that should the Supreme Court rule against Netanyahu being allowed to serve as prime minister, Bennett would step down and allow Netanyahu to head the government.

Third, Netanyahu and his family would remain in the Prime Minister's Residence in Jerusalem for the entire period the government is in power, even when he is not prime minister. Bennett is expected to agree to this condition, and will continue living in his own home in Raanana. The Likud has not responded to this report. According to Sa'ar, "No such proposal has been made."

Meanwhile, sources close to Netanyahu have raised the possibility that as a last-ditch answer, another Likud member might serve as prime minister to persuade Sa'ar to join the coalition.

On Thursday night, Netanyahu met with both Smotrich and Bennett.

Prior to the meeting, Bennett said, "Since the election, countless Israelis have reached out to me, asking, really begging, me to pull Israel out of the ongoing chaos. I am here with a lot of good will and I am committed to doing what I can to rescue Israel from the chaos and form a good, stable government. This is the time for national responsibility."

After the meeting, the Likud and Yamina issued a joint statement: "The meeting between Prime Minister Benjamin Netanyahu and Yamina leader Naftali Bennett is over. It was conducted in good spirit and a positive atmosphere. They agreed to meet again."

Earlier Thursday, Joint Arab List Chairman Ayman Odeh ruled out joining a coalition under Netanyahu, which will make it more difficult for the anti-Netanyahu bloc to replace the prime minister.

Speaking to the Arabic radio station Nas, Odeh said, "We will in no circumstances agree to support or allow the establishment of a government under Naftali Bennett," and added "We won't replace a racist with a racist."

Speaking to the Haredi news site Kikar Hashabbat on Thursday, leader of the far-right Otzma Yehudit, Itamar Ben-Gvir was asked if he would oppose the establishment of a government supported from outside by the Religious Zionist party and the Islamist Ra'am. Ben-Gvir answered that he would not "be a partner in a government like that."

When asked if he would vote against it, Ben-Gvir repeated his unwillingness to be a partner. When asked specifically if he would join the opposition, Ben-Gvir declined to answer.

After Ben-Gvir's remarks in the interview, associates of the prime minister accused Smotrich, who ran on a joint ticket with Otzma Yehudit, of preventing a right-wing government that would have the support of Ra'am.

Smotrich rushed to calm the waters and told Israel Hayom: "Not from outside, not from inside, not maybe, not abstention, not directly and not indirectly. We will vote against any cooperation with [Ra'am leader Mansour] Abbas. Maybe Itamar didn't understand the question, maybe he wanted to coordinate with me, but in any case – there will be no government like that. Full stop."

While all this was unfolding, Yesh Atid leader Yair Lapid left early Thursday, Holocaust Remembrance Day, for a six-day vacation to the US. He is expected to return on the eve of Independence Day, April 14.

Israel's own "Air Force One" was seen for the first time exiting the garage at the aircraft division of Israel Aerospace Industries on Sunday, Ynet reported on Monday.

The customized Boeing 767 is painted blue and white with a Star of David on the tail, and is earmarked by use by Israel's president and prime minister.

The plane is 19 years old and arrived in Israel in 2016 from Australian airline Qantas. It has undergone special renovations according to Israel's Channel 12. Among the new technologies reportedly installed are defense systems against cyberattacks and missiles.

The plane also includes a study room, a bedroom, bathroom, and kitchen, as well as a meeting room equipped with encrypted satellite communications systems.

Yisrael Beytenu leader Avigdor Lieberman stressed on Tuesday that the only framework in which he would consider joining a unity government would be if Prime Minister Benjamin Netanyahu broke with the religious-haredi bloc.

During a tour of Herodium National Park outside Jerusalem, Lieberman said, "During Sukkot, it's hard to talk about disputes and arguments. The only conclusion is that we must gather together in a broad, liberation, national unity government. Under the framework I suggested, there is room for everyone."

"As for all sorts of declarations I've heard recently in the media, we'd be very happy to hear from the prime minister that he is breaking up his bloc of haredim and messianics. If he does, we can talk. At any rate, we're still waiting for an answer from the Likud negotiating team about our request to start holding meetings and putting together guidelines acceptable to most of the people of Israel. Unfortunately, we still haven't gotten an answer. We have time and we have patience, [and] we'll wait."

Lieberman voiced criticism of the Likud after the party accused him of cooperation with the Arab parties.

"The only one who has cooperated with Arab MKs and Arab parties over the years, ever since the time of [Yasser] Arafat and the meetings at Wye River, is Netanyahu."

"We've heard [MK Abd Al Hakeem] Haj Yahya talk about how he enjoyed working with Miki Zohar and Natan Eshel; we've seen and read Eshel's articles. So right now the ones who are cooperating in the choice of a new [state] comptroller and with a law to dissolve the Knesset are the Likud and Netanyahu," Lieberman said.

When Yom Kippur ended, Lieberman announced a plan under which Yisrael Beytenu would join a unity government with Likud and Blue and White, with a rotation for prime minister based on President Reuven Rivlin's proposition.

Lieberman wrote: "The result of the Sept. 17 election speaks for itself and expresses more than anything the people's desire for a unity government. As I promised, I'm presenting a four-stage plan to establish a national unity government."

The Sept. 17 election left the Israeli public both fractured and confused.

While Prime Minister Benjamin Netanyahu has been tapped to form the next government, a third election remains a very real possibility. On Friday, negotiations teams from the Blue and White and Likud parties were scheduled to hold another meeting on forming a unity government, which Netanyahu wants, despite reservations on the part of Blue and White.

However, there are other options, such as a unity government that would not include the haredi parties and the small right-wing parties; a narrow right-wing government that would include parties from the Left; or a left-wing government that would partner with some right-wing parties.

A new poll by Israel Hayom tried to identify which government the public prefers. The poll was conducted by the Maagar Mohot Institute and included 502 adult respondents who comprised a representative sample of the adult Israeli population. The margin of error was 4.4%.

This is what the numbers told us: 29% prefer the government model to which Yisrael Beytenu leader Avigdor Lieberman and Blue and White aspire to form: a unity government made up of the Likud, Blue and White, and Yisrael Beytenu.

Another 25% said they wanted a broad unity government that would include smaller parties from both the Left and the Right, while 23% preferred to forgo a partnership with Blue and White, even if that meant a narrow right-wing government made up of the Likud and its natural partners. Only 9% wanted to see a center-left government that included haredim. An additional 14% responded that they did not know or gave other answers.

When asked who they thought should serve as prime minister first if a rotation agreement were reached, 44% opted for Netanyahu, compared to 40% who thought Blue and White leader Benny Gantz should go first. Sixteen percent said they did not know who should go first in a rotating premiership.

Earlier this week, the chairman of the haredi United Torah Judaism party, Deputy Health Minister Yakov Litzman, repeated that UTJ would not join a government that included Yesh Atid leader and No. 2 on the Blue and White list Yair Lapid.

The Israel Hayom poll asked respondents to what degree they agreed with UTJ's position: 42% said the party was wrong to refuse to join a government with Lapid, while 34% said it was right to do so. Among UTJ voters, 81% agreed with Litzman's position.

The "boycott" goes both ways. After the election, Lieberman announced that Yisrael Beytenu would not join a government with "haredim, messianic Jews, the Democratic Union, or the Arab parties." The poll tried to measure how much of the public identified with that sentiment and found that 52% did not support Lieberman's position while 30% did. More than three-quarters (79%) of Yisrael Beytenu voters supported Lieberman's refusal to sit with representatives of those factions.

When asked if, in a scenario in which both Netanyahu and Gantz fail to form a government, the country should hold a third election, 60% responded no, while 26% said yes.

However, there was stronger support for a third election among supporters of United Torah Judaism (50% of whom would be in favor); Otzma Yehudit (45%); and the Joint Arab List (35%). Opposition to a third election was strongest among Blue and White voters, with 80% of the list's supporters against a third election.

The Blue and White list's post-election coalition negotiating team has received clear instructions to "drag out" talks with the Likud until a hearing is held on the criminal investigations involving Prime Minister Benjamin Netanyahu, Israel Hayom learned on Tuesday.

Officials involved in the negotiations process said, "We need to get to Oct. 2 without anything being closed. Only after Netanyahu's hearing will the Blue and White team know which way to go. Until then, the team is under instructions to drag things out. Closing things either way would be unnecessary."

The same officials told Israel Hayom that Blue and White and the Likud were holding "urgent meetings" in part to "give the public a picture of a real desire for unity."

"That [desire] exists in Blue and White, but of course the goal is a unity government without Netanyahu, which is why orders have been given to drag things out, in the hope that he'll exit the stage, making all the talk about a rotation between Netanyahu and Benny Gantz meaningless," the officials said.

Another Blue and White official told Israel Hayom on Tuesday, ahead of a scheduled meeting with Likud representatives on Tuesday afternoon, that Gantz was being pressured by close associates ("some who are not part of the coalition negotiations") to agree to a rotation with Netanyahu despite his campaign promises not to join any government under Netanyahu.

According to a different Blue and White official, it would be "very difficult" for Gantz to break his word to the public not to enter a government with Netanyahu, but the party was trying to make it clear to him that there was a "difference between a campaign and reality."

"If he wants to be prime minister, as we want him to be, he will have to move ahead with Netanyahu and put an end to the matter. The public will be angry at first, but thank him later," the official said.

Other senior members of Blue and White said Tuesday that the party would not be satisfied with Gantz being offered the first two years of a rotating prime ministership.

"It's not enough for Gantz to be prime minister – the government has to be built on Blue and White's principles and not subject to extortion by small parties," they sadi.

When asked if Blue and White would consider a rotation in which Netanyahu would serve as prime minister before Gantz but Blue and White would lay down the guidelines of the government, one official said that such a proposal "would be given due consideration – still, Blue and White won, and Gantz should be first [in a rotation]."
