Britain's plan to send migrants to Rwanda is lawful, London's High Court ruled on Monday, but upheld eight asylum seekers' individual legal challenges.

The policy, which was announced in April, would involve Britain sending tens of thousands of migrants who arrive on its shores more than 4,000 miles away (6,4000 km) to Rwanda.

Announcing the court's decision, Judge Clive Lewis said it was lawful for Britain to make arrangements with the Rwanda government to send asylum seekers to the country for their asylum claims to be determined there.

"The (British) government has made arrangements with the government of Rwanda which are intended to ensure that asylum claims of people relocated to Rwanda are properly determined there," the judge said.

"In those circumstances, the relocation of asylum seekers to Rwanda is consistent with the Refugee Convention and with the statutory and other legal obligations on the government, including the obligation imposed by the Human Rights Act 1998."

But he said Britain's interior minister, the Home Secretary, must consider properly the circumstances "of each individual claimant"."The Home Secretary has not properly considered the circumstances of the eight individual claimants whose cases we have considered," he said.

Lewis said the Home Office's decision in those cases "will be referred back to the Home Secretary for her to consider (them) afresh".

The French government bears "significant" responsibility for "enabling a foreseeable genocide," a report commissioned by the Rwandan government concludes about France's role in the horror during which an estimated 800,000 people were slaughtered in 1994.

The report comes amid efforts by Rwanda to document the role of French authorities before, during, and after the genocide, part of the steps taken by France's President Emmanuel Macron to improve relations with the central African country.

The 600-page report says that France "did nothing to stop" the massacres in April and May 1994, and in the years after the genocide tried to cover up its role and even offered protection to some perpetrators.

The report concludes that in years leading up to the genocide, former French President Francois Mitterrand and his administration had knowledge of preparations for the massacres, yet kept supporting the government of then-Rwandan President Juvénal Habyarimana despite the "warning signs."

The governments of Rwanda and Uganda are denying any deal with Israel to host thousands of African migrants told to leave the country in the next three months or face incarceration.

Rwanda's Foreign Minister Louise Mushikiwabo had confirmed in November that Kigali was in talks with Jerusalem to take in illegal African migrants currently residing in Israel, but Rwanda's deputy foreign minister, Olivier Nduhungirehe, said over the weekend that his country has never reached an agreement with Israel on hosting asylum seekers.

"There were negotiations like three or four years ago between the two countries but we never concluded on the matter," he said, adding Kigali was only engaged in negotiations with Jerusalem to host some of the thousands of African migrants who face abuse in Libya.

Uganda's State Minister for International Relations Henry Okello Oryem also said there was no agreement with Israel to accept African migrants.

"That's fake news. We don't know where that story is coming from. We don't know why it keeps coming up," he said Friday.

Israel's Population and Immigration Authority this week called on migrants from Sudan and Eritrea to leave "to their country or to a third country," meaning Rwanda or Uganda. Those who leave before April will receive $3,500, airfare and other incentives.

Tens of thousands of Africans entered Israel before it built a fence along its border with Egypt. Many of the migrants say they fled conflict and persecution and seek refugee status. Israel calls them "infiltrators" and mostly economic migrants whose numbers threaten its Jewish character.

The Israel-based Hotline for Migrant Workers, an advocacy group, has condemned the move, saying expulsions "put the refugees' lives in danger."

The U.N. refugee agency late last year said it was "seriously concerned" by Israeli proposals to call on Eritreans and Sudanese to accept relocation to African countries or face imprisonment.

It noted a "forced relocation policy" beginning in December 2013 that already had sent about 4,000 of the migrants to two African countries "named in media reports as Rwanda and Uganda." It called the policy "secretive, not transparent and difficult to monitor."

The U.N. refugee agency in November said about 27,500 Eritreans and 7,800 Sudanese were in Israel and that only eight Eritreans and two Sudanese had been recognized as refugees by authorities.
