Russia hopes to seal a deal to supply Turkey with more S-400 missile systems in the first half of next year, the head of Russian state arms exporter Rosoboronexport, Alexander Mikheev, said on Tuesday in an interview with RIA news agency.

Turkey's purchase of the S-400 missiles has already drawn the ire of the United States, which has suspended Ankara from the F-35 stealth fighter jet program, which it was a buyer and producer of, to punish it.

Washington has also warned of possible US sanctions, saying the missiles are not compatible with NATO defenses, but has not yet imposed them.

A senior US State Department official said last week that Turkey needed to get rid of the S-400s it had already bought to mend fences with the US.

But Mikheev said in an interview with RIA that Moscow and Ankara were actively discussing Ankara taking up an option that was part of the original contract for it to take delivery of more S-400 systems with talks focused on financial questions.

"We hope that in the first half of 2020 we will sign the contract documents," RIA cited Mikheev as saying. "But I want to stress that military-technical cooperation with Turkey is not limited to the supply of the S-400s. We have big plans ahead."

Mikheev said the option, if signed, would cover a new regiment of S-400s and that some of the system's components would be produced in Turkey.

He said it was premature to talk about which components would be made in Turkey however and in what quantities.

Ankara began receiving the first batch of S-400s in July but they are not yet operational, though Turkish media reported on Monday that Turkish F-16 warplanes would fly over the country's capital to test the system.

Mikheev was cited as saying that efforts by the United States to stop other countries buying Russian military hardware had not been as effective as Washington hoped.

"You can see how confident India, China, Turkey, and other countries are on the international stage," he said.

"Many are openly outraged by US sanctions policy, which is trying to prevent them from developing their own armed forces and technical military cooperation with Russia," he said.

Meanwhile, Turkish presidential spokesman Ibrahim Kalin said his country will not integrate Russian S-400 missile systems into the NATO security or air defense systems.

"We are still working on the technical details. The S-400 systems will not be integrated into the NATO security system or air defense system," Kalin told a foreign policy conference in Berlin.

"It will remain an independent defense system on its own. Concerns on this issue can be eased," he said.

The United States has asked Turkey to delay taking delivery of the S-400 Russian missile defense system, currently scheduled for July, in return for potentially approving the formation of a working group that Ankara has sought to establish, a source familiar with the matter said on Monday.

But a senior Turkish official reiterated Ankara's position that it would not back down from its planned purchase of the system, a procurement that has widened a diplomatic rift between the two NATO allies.

"We will buy the s-400s in July. Our position has not changed," he said.

But the source said talks on the issue continued.

U.S. officials have called Turkey's planned purchase of the S-400 missile defense system "deeply problematic," saying it would risk Ankara's partnership in the joint strike fighter F-35 program because it would compromise the jets, made by Lockheed Martin Corp.

The United States and other NATO allies that own F-35s fear the radar on the system will learn how to spot and track the jet, making it less able to evade Russian weapons.

Ankara has been pushing Washington to establish a working group to assess the risks the system would be posing to the F-35 jet. U.S. Secretary of State Mike Pompeo had dismissed the proposal but there has been renewed effort in Washington to try to use the offer to open a channel for further dialogue with Ankara, another source briefed on the matter said.

The disagreement is the latest in a series of diplomatic disputes between the United States and Turkey. They include Turkish demands that Washington extradite cleric Fethullah Gulen, differences over Middle East policy and the war in Syria, and sanctions on Iran.

In protest at Ankara's planned Russian missile defense system purchase, the United States in late March halted delivery of equipment related to the stealthy F-35 fighter aircraft to Turkey.

On Monday, the top civilian in the U.S. Air Force, Secretary Heather Wilson, confirmed to reporters in Washington on Monday that shipments of F-35 support gear to Turkey were still halted. She added that discussions were ongoing regarding those shipments.

But Wilson said Turkish pilots continued their F-35 training program in Arizona.
