Senior Trump administration figures have pursued substantial deliberations on levying terrorism-related sanctions against the UN Palestinian refugee agency UNRWA, two individuals with direct knowledge disclosed, triggering pronounced legal and humanitarian alarm within State Department ranks, according to Reuters.

UNRWA functions across Gaza, the West Bank, Lebanon, Jordan, and Syria, delivering aid, schooling, medical services, social assistance, and housing to millions of Palestinians. The administration has accused the organization of Hamas ties, charges UNRWA has forcefully disputed.

Washington previously served as UNRWA's largest funder before halting contributions in January 2024 following Israeli claims that approximately a dozen UNRWA staff participated in the deadly October 7, 2023, Hamas assault that ignited the Gaza conflict. Secretary of State Marco Rubio subsequently charged in October that the agency had evolved into "a subsidiary of Hamas," which America designated a terrorist organization in 1997.

Current American deliberations have not clarified whether the focus encompasses the entire agency or targets specific UNRWA officials or operational segments, and authorities appear undecided on the precise sanctions instrument they would employ, according to Reuters.

Potential measures State Department figures have explored include designating UNRWA a "foreign terrorist organization (FTO)," the sources indicated, though whether that option – which would severely isolate UNRWA financially – remains actively under consideration is uncertain.

Imposing terrorism-based sanctions on UNRWA would constitute a remarkable and extraordinary step, given America's UN membership and role as host nation for the United Nations, which established the agency in 1949.

William Deere, who leads UNRWA's Washington office, stated the organization would be "disappointed" if American authorities were genuinely exploring an FTO designation. He termed such action "both unprecedented and unwarranted."

"Since January 2024, four independent entities have investigated UNRWA's neutrality including the US National Intelligence Council. While occurring at different times and from different perspectives, they have all come to the same conclusion: UNRWA is an indispensable, neutral, humanitarian actor," Deere stated.

A State Department official responding to inquiries called UNRWA a "corrupt organization with a proven track record of aiding and abetting terrorists," according to the report. "Everything is on the table," the official stated. "No final decisions have yet been made."

State and other agencies possess multiple sanctions mechanisms, generally enabling asset freezes and travel restrictions aimed at specific individuals and entities. Numerous vital American allies provide UNRWA funding, prompting questions whether foreign officials could face penalties for supporting an organization if Washington sanctions UNRWA or its personnel on terrorism grounds.

The UN has stated nine UNRWA employees may have participated in the October 7, 2023, Hamas attack and were fired, according to the report. A Hamas commander in Lebanon – killed by Israel in September – was also discovered to have held a UNRWA position.

Individuals directly familiar with the UNRWA deliberations, who requested anonymity to reveal confidential discussions, privately voiced multiple humanitarian and legal apprehensions given the organization's unique role assisting displaced Palestinians.

Political appointees at State installed since Trump's term began have generally championed the drive to impose terrorism sanctions on UNRWA, the sources stated, according to the report. Numerous career State officials – including lawyers who craft designation language – have resisted, those sources added, Reuters reported.

In recent weeks, potential sanctions have been discussed by officials in State's Counterterrorism Bureau and Policy Planning Staff members, an influential internal policymaking entity, one source stated.

Israeli Prime Minister Benjamin Netanyahu has spent years calling for UNRWA's dismantlement, accusing it of anti-Israeli incitemen. Since January 30, Israel has banned UNRWA operations on Israeli territory.

The US is set to table a draft resolution on Gaza's future at the UN Security Council within hours, Israel Hayom has learned, in a move that significantly dilutes the resolution's previous text. The draft will be open for comments for 24 hours. The Americans aim to bring the resolution to a vote this coming Friday, or by next Monday at the latest.

In recent days, the US has introduced several changes to the draft based on feedback from the parties. Some changes benefit Israel, more strongly anchoring the commitment to disarm Hamas and demilitarize Gaza. Others, however, do not align with Israel's interests.

One of the most problematic changes is the removal of the sanction for removing international aid organizations that cooperate with terror. The original text of the resolution explicitly stated that "any organization found to have engaged in the misuse of such aid shall be deemed ineligible to provide ongoing or future assistance."

These words are missing from the new draft. In their place, it merely states the need "to ensure that such aid is used solely for peaceful purposes and is not diverted to armed groups." Critically, the sanction of suspending an organization whose employees were found aiding terror – as happened with UNRWA – has been eliminated.

On a more positive note, the revised text indicates that the IDF's withdrawal will be conditioned on full demilitarization and coordination with the US and Arab states. Per the new draft, the IDF's phased withdrawal from the Gaza Strip will only happen after agreed-upon standards for demilitarization and security are met. The text states the IDF will withdraw "in accordance with benchmarks and timetables to be determined jointly with the security forces, the guarantor states, and the United States," and that a limited Israeli security presence will remain to ensure terror does not return.

A new clause in the resolution mandates the international transition body (BoP) to submit a written report every six months to the Security Council detailing the progress of implementing Gaza's demilitarization on the ground. This step is intended to enhance transparency and oversight of the mechanism's work. Notably, a similar mechanism was supposed to operate for years in southern Lebanon through UNIFIL, but it failed to do its job.

Clause 7 of the draft resolution's new text includes direct coordination between the IDF, the Stabilization Force (ISF), Arab states, and the US. It stresses the international force's responsibility to prevent the restoration of terror infrastructure and ensure the Strip is demilitarized.

The UN Security Council is expected to vote in the coming days on the resolution text that would formally end the war and shape Gaza's future. The complete and precise text has been obtained exclusively by Israel Hayom.

Article 7, the most critical from Israel's perspective, details for the first time the procedure for disarming Hamas and how this will be carried out. According to the text, the work will be done by Palestinian forces in coordination with Israel and Egypt, together with the ISF.

"The International Stabilization Force (ISF) will work with Israel and Egypt, without prejudice to existing agreements between them, alongside the recently trained and vetted Palestinian police force, to assist in securing border areas; to stabilize the security environment in Gaza by ensuring the disarmament of the Gaza Strip, including the destruction of military, terrorist and offensive infrastructure and preventing rehabilitation, as well as permanent disarmament of non-state armed groups," it said.

Article 6 of the resolution emphasizes that Palestinian governance will be established in Gaza but will not include national or political components. "Establishment of transitional governance, including oversight and support of a non-political technocratic Palestinian committee of qualified Palestinians from the Gaza Strip, under the auspices of the Arab League, responsible for the day-to-day operation of civil service and administration in Gaza."

The resolution dedicates several articles to international support for Gaza and even calls on world nations to support the Strip's rehabilitation financially. However, UNRWA is not included among the organizations meant to rehabilitate Gaza, and the resolution makes clear that any organization whose personnel cooperate with terrorism will be removed.

"In cooperation with the Peace Council, through cooperating organizations, including the United Nations, the International Committee of the Red Cross and Red Crescent... such assistance shall be used solely for peaceful purposes and not diverted by armed groups, with any organization found to have misused it deemed ineligible to assist, whether now or in the future," Article 3 states.

Hundreds of UNRWA employees maintained ties to Hamas, Islamic Jihad, and the Popular Front, UN Watch research shows. The data was gathered over a decade and shows how deeply rooted and extensive the "relief agency for Palestinian refugees" relationship system is with terror organizations in Gaza and abroad.

The evidence includes testimonies, video documentation, and accumulated documents that revealed the involvement of hundreds of UNRWA employees in terror, incitement, and actual membership in terror organizations. In total, 490 verified cases of agency employees who praised massacre acts, incited violence, or actively worked within the organizations themselves are shown.

Among the employees are very senior UNRWA figures. Pierre Krähenbühl, the former commissioner, was documented in a series of work meetings with Hamas senior Suhail al-Hindi, a member of the Political Bureau in Gaza. Al-Hindi himself worked at UNRWA as a teacher and was promoted to a senior role as head of the teachers' branch in the agency's union in Gaza. In this role, he also served as principal of an UNRWA school. He currently lives abroad.

During the war, Issam Al-Daalis was killed. He served as "Hamas' shadow prime minister" and a Political Bureau member in Gaza. Al-Daalis also served as a teacher and head of the teachers' branch in the UNRWA workers' union.

Another senior Hamas figure mentioned is Muhammad al-Jamasi, who was killed in the war. Al-Jamasi was employed at UNRWA for 16 years as an engineer. Additionally, Hamas senior in Lebanon, Fathi Sharif, simultaneously served as a senior in UNRWA's teachers' organization. The research revealed a total of 61 senior terrorists with UNRWA ties.

One of the well-known figures is Mahmoud al-Zahar, a veteran leader of Hamas. His daughter, Samah Mahmoud al-Zahar, worked for a decade as a UNRWA teacher and as an administrative assistant in a regional agency office. Her husband, incidentally, was Ahmed Rajab Awad, head of Hamas's weapons production unit, who was killed in 2006.

Beyond this, it was revealed for the first time that UNRWA school principals and senior teachers were part of the founding generation of Hamas and the Popular Front. Among them are Ahmed Nimer Hamdan, Hammad al-Hasanat, Muhammad Hassan Shama'a, Ibrahim Abu Salem, Abdullah Abu Azza, Ghassan Kanafani, Muhammad Yusuf al-Najjar, Jamal Khatab, Muhammad Tah, and Jamil Alyan.

The name of October 7 massacre architect Yahya Sinwar, also appears among the findings. A 2021 meeting between him and UNRWA's deputy commissioner, Leni Stenseth, was documented. During the meeting, the Norwegian diplomat apologized for statements made by the agency's then-director, who said "the IDF's strikes were accurate." She even thanked Sinwar for "his positive approach and willingness to continue cooperation in facilitating the agency's work in Gaza."

In the Islamic Jihad sector, the name of the organization's operative, Hani Kaskin, is mentioned. He is a "social studies" teacher at UNRWA and an agency union member. Israel took the trouble to inform the agency about its Islamic Jihad activity as early as 2011, but nothing was done. Another Islamic Jihad operative who worked at UNRWA is Awad al-Qiq, who served as deputy principal of a UNRWA school. Another example is Ashraf al-Madhoun, an agency employee who simultaneously served as an operative in the organization.

The research also shows "random" cases of pure antisemitism among UNRWA employees. For example, agency employee Ahmed Khalifa shared a Hitler video on Facebook. Adnan Sardana, another employee, shared a video calling to attack Tel Aviv. Another UNRWA employee in Lebanon, whose name is Tarek Abu Rizla, celebrated the murder of Jews and praised Hamas.

"This tool exposes what UNRWA and its supporters tried to hide for years," UN Watch CEO Hillel Neuer said. "UNRWA claims they are a humanitarian agency, but the evidence proves this agency is crawling with Hamas agents. Many of its employees are not impartial civil servants but terrorists in UN uniforms. The problem isn't 'a few rotten apples in the barrel,' as the International Court of Justice ruled last week. The problem is structural, widespread, and deliberately created. To continue funding UNRWA is not humanitarian work – it's a silent consent to terror acts."

"The hundreds of UNRWA employees exposed are just the tip of the iceberg," Neuer added. "For decades, UNRWA operated without any oversight while billions of dollars in aid money flowed to Gaza from the international community. Donor governments must decide – will they continue writing open checks to an agency that builds Hamas or will they demand it take responsibility?"

Precisely in these days, international figures are applying pressure so that UNRWA will nevertheless be integrated into the post-war agenda in Gaza. "As we consider how post-war Gaza should look, one thing is clear – it should be a Gaza free from UNRWA," Neuer clarifies.

Ben-Gvir reacted to the announcement by suggesting Madrid let Gazans who want to leave immigrate to Spain, writing in Spanish: "No me dejen entrar amí... a los de Gaza, denles entrada libre a España" (Don't let me in... to those from Gaza, give them free entry to Spain). The plan to have Gazans relocate voluntarily has been met by opposition by many countries, who view this as illegal, although Israel said this is never going to be imposed on the population.

Those nations attributed the sanctions to "incitement to violence against Palestinians" carried out by Ben-Gvir and Smotrich. The official statement at the time asserted that Ben-Gvir and Smotrich were "responsible for incitement, promotion, and support of activity that constitutes a serious violation of the human right not to be subjected to cruel, inhuman, or degrading treatment, especially acts of aggression and violence against Palestinians in the West Bank."

On Monday, Prime Minister Pedro Sánchez stated that Spain "will increase the pressure" on Israel by forbidding ships and planes transporting weapons to Israel from docking at Spanish ports or entering Spanish airspace. He also announced the recalling of the ambassador.

Spain will also boost its assistance to the Palestinian Authority and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and will place an embargo on goods manufactured in Israeli settlements in the "occupied" Palestinian territories, he said.

Minister of Foreign Affairs Gideon Sa'ar stated in a declaration that Sánchez is attempting to deflect public focus from his internal corruption scandals and described his measures as "antisemitic."

Israel reacted by barring Minister of Labor and Social Economy Yolanda Díaz and Minister of Youth and Children Sira Rego, both from the junior far-left Sumar coalition partner, from entering Israel.

The US Department of Justice informed the Southern District Court of New York last night that UNRWA – the United Nations Relief and Works Agency for Palestine Refugees – will not receive immunity from lawsuits in the United States, as it is not considered an affiliated body of the UN.

The position even suggested that the UN General Assembly may have lacked proper authority to establish the organization initially. "UNRWA is not entitled to immunity," the update heading declared. This statement came in response to a major lawsuit filed by families of the October 7 massacre victims in American courts.

"The complaint in this case alleges atrocious crimes committed by Hamas on October 7. And its factual allegations, taken as true, detail how the United Nations Relief and Works Agency for Palestine ('UNRWA') played a significant role in those heinous offenses," the Department of Justice told Judge Analisa Torres. "Previously, the Government expressed the view that certain immunities shielded UNRWA from having to answer those allegations in American courts. The government has since reevaluated that position, and now concludes that UNRWA is not immune from this litigation. Nor are the bulk of other defendants."

The American announcement carries significant implications – UNRWA and its employees involved in the massacre could be ordered to pay substantial compensation to victims and their families if the court rules against them. Furthermore, the US administration's determination that UNRWA lacks diplomatic immunity could substantially facilitate Israel's efforts to end the agency's operations within Israeli territory.

Survivors and families of victims from the October 7 terror attack filed the lawsuit in US federal court last year, documenting what they describe as more than a decade of fraud and corruption in financial aid distribution to the Gaza Strip through UN channels.

The lawsuit presents evidence alleging UNRWA orchestrated a $1 billion money laundering operation that funded Hamas, while simultaneously reducing humanitarian aid to Gaza residents and playing a critical role in the October 7 attack.

Just days before Israel is set to enforce the law severing ties with UNRWA, the corrupt agency whose employees facilitated Hamas' Oct 7., Israel Hayom has learned that the Israeli government and military authorities maintain their cooperation with the organization for food distribution in Gaza.

Despite political officials denying such ties and in contradiction of inaccurate information by the military's COGAT unit that handles relations with such agencies, evidence shows that since the ceasefire began in late January, Israel has been channeling almost half of the Gaza Strip's incoming aid through UNRWA. A source knowledgeable about the situation confirmed that 40% of aid flows through UNRWA, though COGAT's response to our inquiry produced a series of evasive answers.

COGAT's initial response claimed that "operations are conducted under political echelon guidance, which should be consulted." This was followed by a statement asserting that "the percentage through UNRWA is definitely not 40% but rather just a few single percentage points."

On Wednesday, an additional UNRWA source revealed what Israeli government and military officials have attempted to obscure the figures, stating in an interview: "Nearly two-thirds of food entering Gaza passes through the organization, just a day before the implementation of the UNRWA law, which requires ending all contact between the government and an organization that both perpetrated terror and served as terror infrastructure.

While denials persist and Israel Hayom was instructed to await the law's implementation, cooperation apparently continues bunabated ehind the scenes. This is confirmed by Sam Rose, a UNRWA employee, in a CNN interview. The law becomes effective within the next 24 hours and will prohibit any continued covert cooperation.

Alongside categorical denials, COGAT informed Israel Hayom early this week that "this concerns a very limited quantity of UNRWA supplies remaining in Israeli warehouses, and Israel is permitting the UN to transfer it into the Gaza Strip, as part of the agreement, to clear out the organization's goods stored in Israel. It should also be noted that the UNRWA law takes effect on January 31."

While Israel celebrates the cessation of UNRWA's operations in its territory, it appears that Jerusalem has opted to replace an organization accused of assisting terrorism with a similar one.

In a tender organized by the Ministry of Health to take over UNRWA's health services in East Jerusalem, the Palestinian Red Crescent emerged as the winner. However, the Palestinian Red Crescent has a troubling history of transporting and treating terrorists. How did this happen? Israel Hayom has learned that as part of the tender process, the Ministry of Health did not seek a security assessment regarding the Palestinian Red Crescent, and as a result, the Shin Bet did not provide its stance on the matter.

It also emerged that an initial recommendation had been sent by the Shin Bet before all the facts were clarified. After the situation was fully understood and the winner of the tender was announced without input from security officials, the organization decided not to issue a security-related recommendation to the Ministry of Health.

A new law proposed by MK Boaz Bismuth, which is expected to go into effect at the end of this month, mandates a complete severing of ties with UNRWA in Israeli territories. As a result, UNRWA workers in Jerusalem have begun relocating to Jordan. However, the Palestinian Red Crescent's entry into the picture is seen as a poor alternative, and this issue was raised during a follow-up discussion this week at the Foreign Affairs and Defense Committee regarding the implementation of laws related to UNRWA.

A source present at the discussion told Israel Hayom that the goal is primarily to address the fact that individuals from UNRWA were actively involved in the October 7th massacre. However, committee member MK Amit Halevi, who raised the issue in a query to the Ministry of Health, warned about the consequences. "If the Palestinian Red Crescent replaces UNRWA, we've simply swapped one problem for another. Even in Chalim (a fictional town), they wouldn't behave like this, certainly not after October 7th."

Halevi added, "The fact that the Shin Bet is not preventing the Palestinian Red Crescent - an organization that was involved in terrorist activities against Israel - from operating in Israel's capital raises serious concerns about lessons learned in the security establishment and jeopardizes the safety of Israeli citizens."

The Shin Bet responded by saying, "The agency was not involved in the tender process or in the decision about the winner, and it was only updated on the matter afterwards."

The Ministry of Health responded: "The Ministry of Health operates in accordance with its legal obligation to provide services to residents of East Jerusalem. The winning organization in the tender is a legally registered association in Israel that has been providing health services in East Jerusalem for many years. The ministry is examining the issue together with security officials. It should be noted that if security officials recommend that the ministry refrain from providing services through any entity, the ministry will act in accordance with those recommendations."

A comprehensive UN Watch report has exposed this week how Palestinian terror organizations, including Hamas and Islamic Jihad, systematically influence the United Nations Relief and Works Agency for Palestine Refugees' (UNRWA) decision-making processes. This influence stems from ongoing meetings between organization representatives and senior UNRWA officials spanning several years, including Commissioner-General Philippe Lazzarini, who has held the position since 2020.

The report documents how senior UN officials and local leadership conducted meetings with terror organizations in Lebanon and Gaza, openly praising their "cooperation" and treating each other as strategic partners. These terror organizations regularly present demands to UNRWA and shape the international agency's policy decisions.

The investigation further reveals that UNRWA Commissioner Philippe Lazzarini and his international staff devote significant resources to maintaining relationships with Hamas and Islamic Jihad. Under their watch, these terror organizations have gained access to UNRWA facilities, disseminated propaganda targeting Palestinian children to promote extremist ideologies, and constructed military infrastructure in proximity to or beneath agency installations.

A notable example occurred in March 2019, when UNRWA Commissioner Philippe Lazzarini, then serving as UN envoy to Lebanon, met with senior Hamas figure Hajj Izzat Mansour. Mansour, who leads Hamas operations in Lebanon's eastern Baalbek district, discussed filling vacant teaching positions with individuals connected to his organization.

In March 2021, Lazzarini, now an agency commissioner, visited the Ain al-Hilweh Palestinian refugee camp near Sidon. During this visit, he engaged with a Palestinian umbrella organization overseeing local cells of Hamas, Fatah, Islamic Jihad, the Popular Front for the Liberation of Palestine, the Democratic Front for the Liberation of Palestine, and other groups. These terror cells voiced opposition to implementing a biometric refugee database for aid distribution, likely to preserve their ability to manipulate beneficiary numbers and increase aid demands.

A subsequent meeting in December 2021 brought Lazzarini together with Ali Ahmad Huwaidi in Beirut. Huwaidi, a known Hamas advocate seeking to expand the organization's influence within UNRWA, expressed concerns about the agency's financial stability and stressed the importance of maintaining donor support. The report notes Huwaidi's thinly veiled threat that defunding UNRWA would trigger a "military confrontation costing donors substantially more than maintaining agency funding."

In late 2023, barely two months after the Oct. 7 attack, Lazzarini met with senior Hamas official Khaled Zuaiter at Ain el-Hilweh. Zuaiter, who commands the Hamas presence in the Lebanese refugee camp, presented a memorandum requesting increased UNRWA funding during their discussion.

The report details how terror organizations have successfully opposed multiple UNRWA initiatives, including the biometric database implementation, a proposed ethical code supporting LGBTQ rights, and staff suspensions for neutrality violations. Their influence extends to effectively blocking UNRWA actions through systematic threats.

Most recently, in May 2024, Lazzarini traveled to Beirut to address protests against the local UNRWA branch following the suspension of Fathi al-Sharif, the UNRWA Teachers' Union leader and Hamas operative. During this visit, Lazzarini's meetings included representatives from various terror organizations, extending to Houthi activists from Yemen operating in Lebanon.
