EUROSAI was founded in 1990 as one of the seven regional working groups of the International Organization of Supreme Audit Institutions (INTOSAI). It aims to promote professional cooperation, encourage the exchange of information and knowledge to promote the study of state auditing on a practical and theoretical side.

It currently comprises 50 members: the Supreme Audit Institutions of 49 countries and the European Court of Auditors.

INTOSAI comprises 191 full members: the Supreme Audit Institutions of 190 countries and the European Court of Auditors and four associate members. It is listed as a support organization of the United Nations.

Englman is slated to serve as deputy EUROSAI chief between 2021 and 2024 and as its president from 2024-2027. He will also serve as a member of the organization's board of directors, alongside the state comptroller of Spain, Turkey, Britain, Poland, Lithuania, Latvia, and the Czech Republic.

Englman was elected to head the prestigious forum in a secret vote that took place as part of a virtual symposium held in Prague last week. He garnered the support of 43 of 48 comptrollers, three obtained and two opposed his candidacy.

Thanking his peers, Englman stressed the importance of international collaborations, saying, "The corona era has reinforced the need for mutual learning between state auditing institutions, and required us to adopt innovative approaches to auditing due to the constraints imposed over the pandemic.

"As the incoming president, I will work in the spirit of the organization to promote auditing practices that are contemporary, relevant, professional, enterprising, progressive and innovative, for the public good."

The EUROSAI conference takes place every three years. Israel is expected to host it in 2024.
