Qatar gifts Trump $400M jumbo jet raising legal questions

The Gulf state will deliver a Boeing 747 considered one of the world's most luxurious aircraft to the president, which will serve Trump until the end of his term and then be transferred to the Trump Library Foundation.

The Qatari government is set to present US President Donald Trump with a luxury Boeing aircraft that will serve as his official plane during his visit to the country next week, according to a report by American network ABC.

According to the network's sources, the aircraft is an exceptionally luxurious Boeing 747-8 belonging to the Qatari royal family. The report states that the plane is expected to serve President Trump until the end of his term, after which it will be transferred to the Trump Presidential Library Foundation. In fact, Trump himself already inspected the aircraft, which is so lavish it's known as a "palace in the sky," in February when it was parked at a Florida airport near his "Mar-a-Lago" estate.

According to the report, the proposed arrangement is that the aircraft will be transferred to the US Air Force, which will operate it during Trump's term, after which it will be transferred to the president's library. The report indicates that Attorney General Pam Bondi and White House Senior Counsel David Warrington determined the arrangement is legal since the aircraft is being given to the Air Force – not to a private individual.

White House and Justice Department sources told ABC that an opinion was prepared for Defense Secretary Pete Hegseth stating that the arrangement is legal and does not violate bribery or gift laws that prohibit government officials from accepting gifts "from any king, prince, or foreign state."

 Aviation experts quoted by ABC estimated the aircraft's value at approximately $400 million, and that's before the security and communications additions the Air Force will need to install.

Initially, the aircraft will be transferred to the US Air Force, which will adapt the aircraft to meet the military requirements necessary for a presidential plane. It will then be transferred to Trump's library foundation "no later than January 1, 2029," with costs to be funded by the US Air Force.

 Aviation company L3Harris has already received an order to upgrade the aircraft to presidential standards, as first reported in the Wall Street Journal. The "Air Force One" fleet, the nickname for the presidential aircraft, currently includes two Boeing 747-200 aircraft that have been operating since 1990. A contract to replace them was signed in 2018 but has experienced severe delays, after Boeing estimated last year that it would not be able to deliver the aircraft before 2029.

The president made no secret of his frustration with the delays and assigned his associate Elon Musk to work with Boeing and the Air Force to expedite the process. According to ABC, these efforts were partially successful when Boeing updated its forecast to 2027, but the president made it clear he wants to receive the new aircraft this year.
