A source told the Saudi channel Al-Sharq that Khalil al-Hayya will arrive in Cairo today at the head of a Hamas delegation. The source added that the terrorist organization aims to reach an agreement to end the war, and that the Cairo talks are intended to prepare the conditions for such a deal. According to the source, the release of hostages is expected to take place gradually, over several days, through the same mechanism previously used by the Red Cross.
The source also said that under the proposed deal, Israel is expected to stop its military operations in Gaza City and throughout the Strip, and to withdraw its forces from Gaza City.
Senior Hamas officials told the Qatari Al-Araby Al-Jadeed that the organization's delegation will have a dual mission. According to those sources, the delegation will split into two teams: one will join the indirect negotiations with Israel regarding the hostage deal and an end to the war, while the second will take part in intra-Palestinian dialogue aimed at achieving unity and ending internal divisions.

Hamas officials added that the first group will focus on negotiating the hostage deal and the issue of guarantees. According to the report, the terrorist organization will demand that mediators ensure a cease-fire at the start of the talks. Hamas also insists on rejecting the establishment of an international council to administer Gaza under Arab sponsorship. A senior official in the group said the Arab League has already decided on the creation of a Palestinian management committee.
At the same time, an Egyptian source said Cairo's intelligence services have implemented strict security protocols ahead of the Hamas delegation's arrival, including special arrangements regarding their accommodation. According to the source, for the first time there will be "heavy security" and the use of communication-jamming systems along the delegation's travel route and at their meeting locations in Egypt.
