US envoy Steve Witkoff has drawn up an alternative plan that proposes accepting the agreed-upon points immediately and continuing negotiations on the remainder. The goal: open a channel to begin releasing hostages and to lower tensions so that effective negotiations can take place.
Israel additionally contributes to the absence of advancement, whether due to political/security considerations, yet whenever an opportunity existed for a settlement, Hamas blocked finalization.

US President Donald Trump’s 21-point peace plan for Gaza calls for the release of all hostages within 48 hours of an agreement, in exchange for a gradual withdrawal of Israeli forces from the Strip. The proposal also requires Israel to pledge not to strike Qatar again.
