The discussion was to be led by National Security Advisor and Secretary of State Marco Rubio, Secretary of War Pete Hegseth, and other senior officials. While the meeting did not appear on the official schedule of President Donald Trump, the conventional wisdom was that the 47th president was likely to join.

Israel Hayom understands that the exiled son of the Iranian Shah, Crown Prince Reza Pahlavi, may also participate in this decisive session. On Monday, Pahlavi called on Trump to take action against Iran and reject negotiations shortly before the president announced a 25% tariff on any nation maintaining trade relations with Iran.
As reported by Israel Hayom, the administration remains divided regarding the nature of the response to the protests. Vice President JD Vance supports entering negotiations – provided preconditions are met. United States Special Envoy to the Middle East Steve Witkoff also favors engagement. Conversely, Rubio and Hegseth maintain that American intervention is required, even if limited to sanctions and a trade ban.
