And how will all this happen? Last week, the Committee for National Infrastructure approved a major upgrade of the coastal track from the Hof HaCarmel station in northern Israel, to the Shefayim station in the center. The plan is meant to double the coastal track, which is 86km long. The plan includes the upgrade of the existing tracks and addition of two more tracks alongside, expansion of existing stations and building additional ones, construction of railway line crossings on separate levels at junctions along the route (eg through tunnels or bridges), and improving the interface with streams that cross through the line.
Two additional local tracks will be added in the section from Netanya to Shefayim, with a total of six tracks, as well as a public transport lane (instead of extending Route 20).
According to the operational vision for 2040, 14 passenger trains will depart southwards from the Hof HaCarmel station during peak hours. Along the route there will be 11 stations, including 4 new ones: Zichron Yaacov, Binyamina / Or Akiva, the college station in Netanya, and Shefayim. At a number of stations, a new structure will be erected in addition to or at the existing location: Hof HaCarmel, Atlit, Hadera, Netanya Central and Sapir.

The route crosses 13 local authorities and 11 streams and includes about 50 bridges, water transfers and electrification facilities. Most of the way, the route adheres to the existing tracklines, except in the areas of Binyamina, Caesarea and Hadera Forest / North Sharon Park, where the existing route changes in order to meet the required speed. Abandoned sections of track will be restored and returned to their former purpose.
