Over 20 years since it was first planned, the permanent settlement Ibei HaNahal will be founded within Ma'ale Amos, a small settlement in Gush Etzion. The outpost was founded in 1999 by a group of 10 Breslev Hasidic families. Over the years, younger families have joined, mostly from the veteran settlements in western Gush Etzion. Today Ibei HaNahal's population numbers 50 families.

After years of working with planning and governmental authorities, the regional council received a zoning permit for Ibei HaNahal from the Civil Administration. In a few months, the neighborhood's first residents will be able to begin building their homes.
The council has begun preliminary works for developing the land for the construction of the initial 96 permanent housing units using the Bne Betcha method – 61 units in the first stage, and another 35 units in the second stage.

"Seeing the bulldozers working on the ground is an important milestone for the settlement enterprise," said Shlomo Ne'eman, head of the Gush Etzion Regional Council.
