The plan will reportedly include a quota of up to 500 Palestinian workers with the employees able to work in Israel.
The plan would be implemented over three years.
The plan is being promoted by the Regional Cooperation Ministry along with other ministries.
The report says that the plan will be voted on by the cabinet along with another plan to increase quotas for Palestinians working in the industry and service sectors and at the Atarot Industrial Park.
The government believes that the plan is another opportunity to strengthen the Palestinian economy.
