The website cited officials in the IDF's Planning Directorate as saying that the plans are aimed at significantly offsetting the capabilities of the Palestinian terrorist organizations to fire rockets towards Israel during conflicts with Gaza.
The Israel Security Agency – the Shin Bet – will also be involved in the planning, the report said.
The Iran-backed Islamic Jihad and Gaza-based Hamas are likely working to replenish rocket supplies damaged in the 11-day conflict between Israel and Gaza in May of this year, the report suggested.
During Operation Guardian of the Walls, over 4,000 rockets and mortar shells were fired at south and central Israel.
Following the conflict, military officials acknowledged the fact that the IDF was unable to destroy the majority of the militant groups' rockets arsenals prior to them being launched, mostly due to a lack of accurate intelligence, The Times of Israel reported.
General Staff officers regarded the lacking intelligence on the various rocket stockpiles in the Gaza Strip as a major weakness, some defining it as a failure, Walla reported.
