Evidence showed that Hamda is affiliated with Hamas, but has no direct connection to the terror organization and acted alone.
Authorities said Hamda took part in clashes with the police in 2021 during "Operation Guarding of the Walls, particularly on the Temple Mount and in Shfaram.
An indictment against Hamda is expected to be submitted to the district court in the northern city of Haifa.
A statement by the Israel Police and the Shin Bet said that the investigation revealed an "alarming picture according to which the accused was influenced by content revealing identification with terrorist organizations and therefore sought to promote a serious security activity, which miraculously ended without casualties."
The agencies vowed to take measures to continue to thwart threats to Israel's security.
