The assault took place during Operation Guardian of the Walls in Gaza, during which Jewish-Arab cities in Israel were plagued with unprecedented riots.
Sporadic violence was also noted elsewhere in Israel, including in Herzliya.
According to available details, the seven have been implicated in the alleged nationalistically motivated attack of Ghassan Haj Yahya, 60, a resident of Tayibe, who was visiting the mosque on May 12.
He was moderately injured and the attack.
The month-long investigation found that a group of masked individuals attacked Haj Yahya, pepper-spraying him and stabbing him with a sharp object.
The police and Shin Bet have turned their findings over to the Tel Aviv District Attorney's Office, which is expected to indict them in the coming days. The police are expected to ask all seven be remanded to custody pending the completion of the legal proceedings against them.
The Israel Security Agency issued a statement saying, "The Shin Bet will continue to spare no effort to thwart terrorism and bring to justice all those who take part in terrorist attacks."
