21 arrested in suspected multimillion Gaza war fraud scheme

An undercover investigation by Lahav 433, the Military Police and the Israel Tax Authority led to the arrest of 21 suspects across Israel. Civilian contractors and career military personnel are suspected of conspiring to defraud the state of millions of shekels in connection with the operation of heavy engineering equipment in the Gaza Strip since the outbreak of the war.

Police and military forces arrested 21 suspects across Israel on Tuesday morning, including employees of civilian contracting companies and career military personnel, in connection with a major bribery and financial fraud investigation involving millions of shekels in wartime funds.

The arrests came as a months-long undercover investigation entered its overt phase, with coordinated raids carried out nationwide. The joint operation involved the Southern Economic Enforcement Unit of the Israel Police's Lahav 433 major crimes division, the Military Police's Central Unit for Special Investigations and investigators from the Israel Tax Authority's Beersheba VAT office.

The suspected fraud dates back to the aftermath of the Oct. 7, 2023, Hamas attack and the outbreak of the war, known in Israel as the Swords of Iron War. As the Israel Defense Forces intensified operations in the Gaza Strip, the military turned to civilian contractors to supply and operate heavy engineering equipment, including construction and earthmoving machinery, to support its ongoing activities.

Investigators suspect that civilian contractors and career military personnel exploited the military's urgent operational needs to fraudulently obtain millions of shekels from state funds.

Money laundering allegations, nationwide arrests

The 21 suspects arrested Tuesday are being investigated for a series of serious financial offenses, including obtaining money by fraud, money laundering, and giving or receiving bribes.

All those arrested were taken to Lahav 433 headquarters for questioning and are expected to appear at hearings to extend their detention. The civilian suspects will be brought before the Beersheba Magistrate's Court, while the career military personnel will appear before the military court at Camp Beit Lid.

In a joint statement, the Israel Police, the Military Police Criminal Investigation Division and the Israel Tax Authority said they would continue working together to investigate the case thoroughly. The authorities added their efforts are aimed at uncovering the full extent of the alleged wrongdoing and ensuring that everyone involved in the suspected misuse of wartime funds is held accountable.
