The deliberations inside were still in their early stages when a mob clashed with the police and breached the building.
Washington DC Police Chief Robert Contee said four people were killed, including a woman who was shot by police.
"The scenes of the chaos at the Capitol do not reflect a true America, do not represent who we are," President-elect Joe Biden said. "What we're seeing are a small number of extremists dedicated to lawlessness."
