Reports came on Sunday by Russian news agencies citing Dmitry Shugayev, head of the Russian military cooperation agency.
Under a 2017 US law, countries are deterred by the threat of sanctions if they buy Russian military hardware.
At an aerospace trade show in Dubai, Shugayev said that "supplies have already been started," Russian news agency Interfax reported.
He added that the first unit of an S-400 system will reach India by the end of the year.
