MK Ariel Kallner (Likud), the proponent of the NGO Bill, conducted a tour in Judea and Samaria on June 3, 2025, in collaboration with the Regavim movement to closely examine the extent of illegal construction funded by foreign political entities, primarily the European Union.
The tour included visits to key sites such as Khan al-Ahmar, Bir al-Maskub, and Almog, where unauthorized structures displaying EU funding signs were observed. Additional undocumented infrastructure in Bedouin encampments along Route 1 was noted, reflecting a broader, systematic phenomenon.
"Today's tour once again exposed the scale of foreign political subversion taking place in the heart of Israel in broad daylight, with EU funding signs," said MK Kallner. "It is unacceptable for foreign countries to build a de-facto Palestinian state while trampling the law and undermining sovereignty. I hear talk of diplomatic crises due to my NGO Law, and I don't know whether to laugh or cry. If Israel carried out even a fraction of the subversion that European countries are doing here, we would face crises beyond imagination. Israel must protect its sovereignty, and the NGO Law is the bare minimum required at this time – it is an essential tool to curb this blatant interference."

The Regavim movement, which organized the tour, recently published an updated report highlighting a slowdown in the previously meteoric pace of illegal land encroachment, though the numbers remain high and concerning, with nearly 100,000 illegal structures and approximately 3,100 miles of roads. According to Regavim, the construction is deliberate and strategic, aimed at realizing the vision of establishing a de-facto Palestinian state by unilaterally creating facts on the ground.
Concurrently, the NGO Law is advancing through the legislative process in the Constitution Committee, with a first reading expected soon. The law proposes an 80% tax on donations from foreign political entities to Israeli NGOs influencing security, internal security, immigration policies, or funding legal defense for terrorists.
Naomi Kahn, Director of Regavim's International Division, said during the tour: "When you tour the area and see the scale [of construction], you realize this is not random or isolated construction by a shepherd seeking a solution. This is an institutionalized and planned invasion with significant funding poured into it. For years, hundreds of millions have been funneled to create a new reality in Judea and Samaria under Israel's nose, and it's long past time to wake up."
